The package is likely to miss the schedule.
According to the Prime Minister 's request, the Long Thanh Airport Project must be basically completed by the end of 2025. Based on the Prime Minister's direction, all bidding packages of the 4 component projects of the Long Thanh Airport Project have been adjusted in schedule with the goal of basically completing by the end of 2025.
In the latest report of the Ministry of Construction signed by Deputy Minister Pham Minh Ha and sent to Deputy Prime Minister Tran Hong Ha, the Ministry of Construction assessed that contractors of the project packages have tried and focused on overcoming difficulties to speed up construction progress to meet the project completion schedule as required by the Prime Minister.
Accordingly, for Component 1 Project, the state management agency headquarters, the Southern Airport Authority headquarters, the customs headquarters, the immigration management department headquarters, and the local police headquarters will basically be completed in December 2025. Particularly for the 2 projects of animal/plant quarantine headquarters, due to the slow start, the investor needs to focus on organizing the implementation of construction, strictly controlling the progress so that the project is completed according to the set plan.
According to the Ministry of Construction, the construction of the fence of 5,000 hectares of Long Thanh Airport is expected to be completed in October 2025. However, to date, the construction volume calculated by output value has only reached more than 19% of the contract value, about 32% behind schedule. |
Regarding Component 2 Project, works serving air traffic management, the Ministry of Construction assessed that with the current progress of implementing the bidding packages, the construction of works serving air traffic management will be completed in September 2025. The equipment installation part is likely to be completed in December 2025. However, the installation and synchronous operation of the system depends on the construction progress of some items in bidding package 4.8 (internal port traffic and technical infrastructure) of Component 3 Project.
Meanwhile, with Component Project 4, other works, there are currently 6 construction projects being implemented. Along with that, construction projects of other works such as hangars 5, 6; cargo terminal 2... are implementing investment procedures.
Regarding Component 3 Project, essential works, the Ministry of Construction said that this project has 14 bid packages, of which 3 bid packages have completed construction, 9 bid packages are under construction and 2 bid packages are organizing contractor selection.
In the 9 packages under construction, the Ministry of Construction assessed that for packages 4.6 (runways, taxiways, aircraft parking lots, cargo terminals, express delivery); package 4.8 (internal port traffic and technical infrastructure); package 5.10 (passenger terminal), in order to meet the basic construction completion schedule in December 2025, the investor needs to focus on prioritizing the organization of construction to complete the locations with site conflicts.
In particular, for package 4.8, the Ministry of Construction said that this is a package with a very large volume, many underground construction items. However, because the package started late (November 2024), the implementation of construction depends a lot on weather conditions, geological changes compared to the design (encountering orphaned rock layers), many construction items overlap with other packages, so the construction of tunnels and drainage culverts is very slow. "Up to now, the construction volume of the package is not much, although the construction volume has increased, it is still much slower than planned, only reaching about 14.8%, about 36% slower than planned, the package is likely to not meet the adjusted schedule", the report of the Ministry of Construction stated.
Re-establish detailed construction progress of important packages
According to the Ministry of Construction, the completion of package 4.8 is one of the important conditions for synchronously putting into use the packages of Component Project 3 as well as component projects 1, 2 and 4.
Therefore, to meet the basic requirement of completing the Long Thanh Airport Project Phase 1 in 2025 and putting it into commercial operation in the first half of 2026, the Ministry of Construction proposed that Deputy Prime Minister Tran Hong Ha direct relevant agencies to implement solutions.
For Component 3 Project, Vietnam Airports Corporation (ACV) directed the contractors in the consortium of package 4.8 to closely coordinate and coordinate work appropriately in the implementation of construction items to control the overall progress of the package. On that basis, review and re-establish the detailed construction schedule of the main items of the package according to the actual construction situation to serve as a basis for monitoring, urging and controlling the construction of these items, paying special attention to the progress at intersections and overlaps between different construction items. At the same time, urgently deploy temporary drainage solutions during the rainy season to minimize the impact on the implementation of construction items. There are solutions to mobilize more human resources and construction equipment to increase the construction teams to soon complete the tunnel and drainage system according to the set schedule. If necessary, the investor shall consider transferring the volume between contractors in the joint venture or replacing contractors if they do not meet the progress requirements.
For package 5.10, ACV directed contractors to speed up the completion of the entire steel roof structure, roof layers and glass facades to ensure the conditions for completion of construction and installation of equipment in the terminal. At the same time, there is close coordination and appropriate coordination of work in the implementation of the construction of electromechanical systems and terminal equipment to promptly implement indoor finishing work, creating conditions for handing over the installation site when the equipment arrives at the project.
For Component 2 Project, Vietnam Air Traffic Management Corporation strengthens control of construction progress to complete construction items to ensure compliance with the set plan. Strictly control the progress of import, installation and testing of construction equipment and specialized air traffic management equipment. In particular, research and develop a power supply plan to conduct testing of air traffic management equipment systems in case some tunnel items in Package 4.8, Component 3 Project cannot be completed on schedule in September 2025.
