Xuan Loc completes the criteria of a model new rural area

By the end of 2024, the district had achieved all the set targets and targets, one year ahead of the project target. The district currently has 14/14 communes meeting advanced NTM standards; 14/14 communes meeting model NTM standards for the 2021-2025 period. Of which, 9/14 communes have met model NTM standards in the direction of developing sustainable agricultural commodity production.

Top income of the province

In 2014, Xuan Loc was the first district in the country to meet the NTM standards. In 2018, the district was selected by the Central Government as one of four localities nationwide to pilot the construction of a model NTM district. In 2023, Xuan Loc district reached the advanced NTM finish line. In 2024, the district completed the model NTM criteria. The most impressive thing is that this remote district always adheres to the goal of developing sustainable agricultural commodity production throughout the process of building a NTM to a model NTM.

Most impressively, many model communes in Xuan Loc district will achieve very high per capita income in 2024, such as Xuan Dinh commune reaching nearly 107.7 million VND, Bao Hoa over 96.9 million VND.

The most impressive result of the locality is that the income of rural people has been continuously improved thanks to the focus on developing agricultural production. Specifically, in 2024, the average production value of crop and aquaculture in the district will reach 232.4 million VND/hectare/year, an increase of 78 million VND compared to the time of project development in 2018. Particularly for key crops, the average production value will reach 348.5 million VND/hectare/year; if including livestock, it will reach 367 million VND/hectare/year.

Thanks to that, the material and spiritual life of rural people has been significantly improved, and the quality of life has been constantly improved. In 2024, the average income per capita of the whole district will reach 95.95 million VND, an increase of nearly 36.4 million VND/person compared to the time of project development. Of which, the rural area will reach nearly 95.4 million VND/person/year, much higher than the average level of the province. The poverty rate according to the Central standard will decrease to more than 0.5% (about 310 households).

Mobilizing from social resources

In the 2020-2024 period, Xuan Loc district has mobilized over 53 trillion VND to implement the New Rural Development Program. Of which, state budget capital accounts for more than 4.4%, and nearly 95.6% is socialized capital.

According to Chairwoman of Xuan Loc District People's Committee Nguyen Thi Cat Tien, the district not only focuses on developing production but also invests synchronously, completing well the 6 general criteria groups and 29 targets of the project.

In particular, the socio -economic infrastructure has developed strongly, creating a new face for rural areas. Up to now, 100% of communes have asphalt roads to the commune center and connecting to the district center, 100% of district-managed roads, commune and inter-commune roads are asphalted and concreted. The rate of schools at all levels meeting national standards on facilities is 100%; the system of cultural institutions, information and communication networks, health care... all meet standards. In particular, the rate of people participating in health insurance in the district is over 95.7%.

The ecological environment in rural areas has been improved, with investment in clean water systems, toilets, barns and livestock farms. The rate of households using hygienic water has reached 100%, of which more than 92.2% of households use clean water. The rate of rural households using clean water from centralized rural water supply works and connecting to urban water supply pipes has reached more than 77.1%, much higher than the average of the province. In the district, many effective and practical models of protecting security and order in residential areas have been replicated, such as: Security gong, Security and order protection fence, Self-management team on security and order, and Lighting up trust club.

Working with Xuan Loc district on the results of building a model new rural area, Deputy Minister of Agriculture and Environment Tran Thanh Nam assessed that among the four districts nationwide selected to build a model new rural area, Xuan Loc is the first locality to basically complete the criteria of a model new rural area. It is very welcome that Xuan Loc implements two goals in parallel, focusing on the main goal of developing sustainable specialized commodity production, while also being a model for other models. This is a valuable lesson for the Central Government to gain more experience in building a model new rural area in the coming time.
