Speeding up progress to synchronize transmission projects to reduce economic losses, contribute to ensuring energy security and improving the investment environment is a requirement.
Must "borrow" power transmission infrastructure
Nhon Trach 3 and Nhon Trach 4 power plants have a capacity of about 1.5-1.6 thousand MW, with a total investment of 1.4 billion USD. This is the only liquefied natural gas power project out of 13 gas power projects under the Power Plan VIII that are being implemented. When operating, the plants will add about 9 billion kWh of electricity per year to the national power system, contributing to realizing the net zero target and promoting gas power projects under the Power Plan VIII. Because of this, the project has received great attention from the Government , ministries, branches and localities in the Southeast region.
According to the Power Project Management Board, under the Vietnam Oil and Gas Power Corporation - JSC (the investor of the power plant project), currently the items such as: detailed design, procurement, manufacturing, equipment transportation and construction, installation ensure progress after adjustment. Both plants are in the trial operation phase, but must be temporarily connected to the transmission system of Nhon Trach 1 and Nhon Trach 2 power plants because the power line projects to release capacity for the project have not been completed.
The main reason is that transmission line projects are still stuck in the stages of verifying land origin, land valuation; compensation, and site clearance. Therefore, the investor of the power plant project has proposed that the province direct the acceleration of site clearance; at the same time, propose that Vietnam Electricity Group (EVN) direct and accelerate the construction of transmission lines to synchronize with the power plant, contributing to ensuring safety and stability during the trial operation and upcoming commercial power generation.
Mr. Cao Quang Quynh, member of the Board of Directors of EVN, when working with the Provincial People's Committee on electricity supply in 2025, said that Nhon Trach 3 and 4 Power Plants are the largest power source projects in the South that will be commercially operated in 2025, which is of great significance not only to Dong Nai , but also to the national power system. From there, Mr. Quynh suggested that the province direct departments, branches and localities to create maximum conditions to complete power transmission projects, contributing to promoting the investment efficiency of the power plant and ensuring electricity supply for the whole region.
During a visit to the project in early 2025, Chairman of the Provincial People's Committee Vo Tan Duc shared that the province always accompanies and closely directs to promptly remove difficulties and obstacles in the process of project implementation. Because this is a project of great significance to the socio-economic development of the province and the region, not only contributing to ensuring energy security, but also contributing thousands of billions of VND to the state budget every year.
Nhon Trach 3 and Nhon Trach 4 Power Plants have a total capacity of about 1.5-1.6 thousand MW, with commercial operation planned for August and November 2025, respectively.
Urgently resolve the site
To relieve capacity for the above 2 power plants, EVN and its affiliated units invested in 4 transmission projects. Up to now, 1 project has been completed, 3 projects have encountered some problems.
Reporting to the provincial People's Committee on June 11, Deputy Director of the Department of Industry and Trade Thai Thanh Phong said that there are 3 power transmission projects to relieve capacity for the stuck power plants. Specifically, the 220kV Nhon Trach 3 - 500kV Long Thanh Transformer Station line consists of 87 pole positions, so far only 53 poles have been handed over (of which Nhon Trach district has 51 poles, Long Thanh district has 2 poles). The 500kV Nhon Trach 4 - Phu My - Nha Be branch line has completed construction but there has not been a decision approving the compensation plan to pay households. The 220kV Nhon Trach 3 - My Xuan - Cat Lai branch line has handed over all 11 pole positions but only 7 pole positions have been erected. The Department of Industry and Trade proposed that the provincial People's Committee direct localities to urgently mobilize people to hand over the power project site, approve the compensation plan to pay people.
Deputy Director of the Southern Power Project Management Board Bui Quang Thanh said that each project and each location faces different difficulties and problems. Mr. Thanh recommended that localities organize campaigns to get people to hand over the land before completing compensation procedures, and have solutions to ensure security and order for construction. In addition, local authorities should urgently complete the inventory, determine specific land prices, and approve compensation plans before ending the district-level administrative unit.
Vice Chairman of the Provincial People's Committee Duong Minh Dung emphasized that the above mentioned power plants are all large-scale projects, having a profound impact on energy security, socio-economics and the national investment environment. Provincial leaders requested the People's Committee of Nhon Trach district to urgently coordinate with the Southern Power Project Management Board to speed up the handover of the remaining foundation sites; complete the verification of land origin, list prices, collect public opinions and promptly approve compensation plans and issue land recovery notices.
For Long Thanh district, the provincial leaders also requested to strengthen coordination in site clearance for transmission projects passing through the area. Update missing projects on the district's land use planning map until 2030.
On the investor side, the province proposed to closely coordinate with the locality in announcing compensation prices, continuing to mobilize people to hand over the remaining locations. At the same time, directing construction units to immediately deploy the erection of pillars and pulling wires at the handed-over locations, avoiding leaving the site vacant, causing waste of time and resources.
