This Circular takes effect from January 1, 2026, with many important new organizational points, notably the regulations on the leadership positions of health stations. Specifically, the health station leadership structure includes the director (formerly the head of the health station) and the deputy director (formerly the deputy head of the health station).
The Director and Deputy Director of the commune-level health station are appointed, reappointed, extended, dismissed, resigned, or removed from management positions by the Chairman of the Commune-level People's Committee in accordance with the provisions of law. The number of employees and the staff structure according to the professional titles of the health station are determined based on the job position, workload according to the functions, tasks, and scope of activities of the health station.
The Circular also states: The health station is a public health service unit under the People's Committee at the commune level. The health station at the commune level has legal status, its own headquarters, its own seal and its own account.
The station has the function of providing professional and technical services in many fields, including: disease prevention; medical examination and treatment; management and improvement of public health; protection and care of mothers and children; population; food safety, and other medical services.
The People's Committees of provinces and centrally run cities are assigned the responsibility of directing and organizing the implementation of this Circular, ensuring that by December 31, 2030 at the latest, the conversion of commune-level health stations into public service units directly under the People's Committees of communes will be completed.
Dong Nai province currently has 95 commune-level health stations and 176 stations in 95 communes and wards. In recent times, health stations have promoted their role as the closest to the people, the most understanding of the people, providing many basic health services to the people in the area. Especially, during the Covid-19 pandemic, commune and ward health stations have performed well the task of protecting, caring for, and improving people's health.
