In order to contribute to ensuring construction progress, completion and putting into use on schedule, the province is calculating the material supply for the projects.
Demand for millions of cubic meters of construction materials
In early February 2025, the Ho Chi Minh City - Thu Dau Mot - Chon Thanh expressway, nearly 60km long, of which the section passing through Dong Nai province, more than 7km, officially started construction. According to the plan, the project will be completed in 2027 and connect with a number of other roads and expressways in the Southern and Central Highlands regions. For the province, the project will open up space for socio -economic development and ensure national defense and security for the Northern region.
Mr. Tran Trong Toan, Deputy Director of the Department of Agriculture and Environment, informed that the above project requires more than 970 thousand m³ of materials. Of which, more than 600 thousand m³ of fill soil, more than 324 thousand m³ of various types of stone and 51 thousand m³ of sand. According to Mr. Toan, the northern region of the province currently does not have a licensed fill soil mine, leading to possible scarcity. Therefore, the department reviewed and planned to take from the soil stripped from the cover layer of the Ta Thiet limestone, clay and laterite mines in Loc Thanh commune. Currently, the Provincial Construction Investment Project Management Board is coordinating with the construction contractor to complete the procedures for requesting the supply of filling materials according to the special mechanism of Resolution No. 66.4/2025/NQ-CP, dated September 21, 2025 of the Government on promulgating special mechanisms and policies to remove difficulties in implementing the Law on Geology and Minerals in 2024. For construction stone, the department continues to review to propose suitable mining locations.
The North-South Expressway project in the West, Gia Nghia - Chon Thanh section, has a total length of more than 124km, of which the section passing through Dong Nai province, which is more than 101km long, was also started at the end of September 2025. Not only has special significance for the development of Dong Nai and Lam Dong provinces, the project also plays the role of a strategic connection axis, ensuring national defense and security in the Central Highlands region, as well as closely linking with Ho Chi Minh City.
According to the Department of Agriculture and Environment, this project needs more than 5.2 million m³ of construction materials. Specifically, about 1 million m³ of fill soil, more than 3.6 million m³ of various types of rocks and about 600 thousand m³ of sand.
The Department of Agriculture and Environment proposed to carry out procedures for exploiting materials according to the special mechanism of Resolution 66.4/2025/NQ-CP. Specifically, regarding land filling, investors and construction contractors will conduct surveys of locations and prepare procedures to request the supply of materials according to the special mechanism. Regarding stone, an auction of mineral exploitation rights will be organized for nearly 20 mining projects. In case the project has urgent needs, the Provincial People's Committee will be proposed to consider and approve some mines to apply the special mechanism. Similarly, sand resources will also be exploited according to the special mechanism in the Dong Nai River section near Lam Dong province.
Proactive solutions to ensure adequate supply
Construction materials are one of the factors that determine the progress of infrastructure projects. In fact, a number of projects that have been and are being implemented in the southern provinces prove this. Even though there is capital and land, the source of soil, sand, and rock is not timely, of the right type and quality, forcing the project to delay its progress.
According to the Department of Agriculture and Environment, with two expressway projects underway and the mining capacity of licensed mineral mines in the Northern region, it is unlikely that the demand for construction materials will be fully met. Therefore, the Department will continue to review and propose solutions; at the same time, encourage qualified enterprises to apply special mechanisms according to the Government's resolutions to expand exploitation and increase capacity to ensure stone sources for key project construction. The Department also requested project management boards to proactively introduce contractors to work with neighboring localities to search for and supplement material supplies when necessary.
Provincial Party Committee member and Vice Chairwoman of the Provincial People's Committee Nguyen Thi Hoang said: Dong Nai has quite rich mineral resources, basically meeting the needs of infrastructure projects. However, the simultaneous implementation of many large-scale projects, combined with the increased demand for materials from some Western provinces and the situation where some mines have not completed procedures to increase capacity, has led to a local shortage of some types of materials in the past time, affecting the construction progress to a certain extent.
Drawing on experience, for the two northern expressways of the province, the Department of Agriculture and Environment has proactively coordinated with investors and contractors to assess the needs and propose solutions for each type of material. This approach helps limit the passive situation, avoid shortages of soil, sand, and rock, thereby contributing to ensuring the completion progress and early putting the project into use.
According to the provincial leaders, the province and commune-level localities are currently adjusting their planning; in which, mineral mines will be reviewed, updated and adjusted to serve as a basis for licensing, applying specific mechanisms on mining capacity and administrative procedures. This is considered an important solution to help localities proactively allocate material supply, reduce the risk of shortage and ensure the construction progress of key national projects.
Not only the two expressways mentioned above, the northern part of the province is also preparing to implement many traffic projects, urban areas and industrial parks. In the context of increasing demand for materials, proactively reviewing and adjusting planning; promptly removing legal obstacles for mining enterprises; allowing the application of specific mechanisms and strictly controlling prices and material supply status for key projects... are synchronous solutions to ensure stable supply, meeting project progress.
