Standing member of the Secretariat Tran Cam Tu has just signed and issued Conclusion 215 of the Politburo on amending and supplementing Regulation 11/2019 of the Politburo on the responsibility of heads of Party committees at all levels in receiving people, having direct dialogue with people and handling people's reflections and recommendations.
Provincial level receives people at least 1 day per month, commune level at least 2 days per month
In particular, the Politburo agreed to amend the scope of regulation and applicable subjects. Specifically, this regulation applies to the heads of provincial and communal Party Committees; the people who reflect, make recommendations, complain and denounce are citizens, cadres, Party members, representatives of agencies, organizations, units and related agencies, organizations and individuals.
Compared with the old regulation, the new content has removed the district-level Party Committee.
The Politburo agreed to amend the regulations on handling responsibilities. According to the new regulations, periodically every month, first quarter, 6 months, 9 months, year or suddenly report the situation and results of receiving people and handling and resolving people's reflections, recommendations, complaints and denunciations as follows:
Provincial Party Secretaries report to the Politburo, the Secretariat, the Central Internal Affairs Commission , and the Central Propaganda and Mass Mobilization Commission.
The commune-level Party Secretary reports to the provincial-level Party Secretary, Internal Affairs Committee, Propaganda and Mass Mobilization Committee.
Thus, compared with the old regulation 11, the new regulation removes the content of district-level Party committees and at the same time changes the name of the Propaganda and Mass Mobilization Department accordingly.
Regulation 11/2019 also stipulates that the head of the Party Committee receives people periodically. Specifically, the head of the Party Committee at the provincial and district levels receives people at least 1 day per month. The head of the Party Committee at the commune level receives people at least 2 days per month.
In conclusion 215, the Politburo agreed to amend this content to require the head of the provincial Party Committee to receive people at least 1 day per month. The head of the commune Party Committee receives people at least 2 days per month.
At the same time, it is necessary to supplement regulations that, based on the actual situation of the Party Committee, locality, and unit, the head of the Party Committee arranges and publicly announces a fixed time to receive people during the month.
If any problems or difficulties arise, promptly report to the Politburo.
The Politburo also agreed to amend the name of Article 5 to "receiving and handling reflections, recommendations, complaints and denunciations by heads of Party committees".
And amend the name of Article 7 to "handling of petitions, letters of reflection, recommendations, complaints and denunciations sent to agencies and units of the heads of Party committees".
Another content, the Politburo agreed to amend regulations on implementation organization.
Accordingly, regulation 11 stipulates that the Central Internal Affairs Commission shall preside over and coordinate with the Central Mass Mobilization Commission, the Central Inspection Commission, the Central Organization Commission, and the Central Propaganda Commission to advise and assist the Politburo and the Secretariat in guiding, urging, and inspecting the implementation of the regulation; and periodically report to the Politburo and the Secretariat.
During the implementation process, if there are any problems that need to be supplemented or revised, they should be reported to the Politburo for consideration and decision.
This content is unanimously amended as follows: The Central Internal Affairs Commission presides over and coordinates with the Central Propaganda and Mass Mobilization Commission, the Central Inspection Commission, and the Central Organization Commission to advise and assist the Politburo and the Secretariat in guiding, urging, and inspecting the implementation of the regulations; periodically report to the Politburo and the Secretariat.
During the implementation process, if there are any problems that need to be supplemented or revised, they should be reported to the Politburo for consideration and decision.
This content is adjusted to suit the new organization of the Central Propaganda and Mass Mobilization Commission.
The Politburo requested Party committees and organizations at all levels to thoroughly grasp and strictly implement the conclusions. During the implementation process, if any problems or shortcomings arise, promptly report to the Politburo through the Central Internal Affairs Commission.
