On November 28, 2025, Politburo member and Standing member of the Secretariat Tran Cam Tu signed and issued the Conclusion of the Politburo and the Secretariat on the situation and performance results of the political system apparatus and two-level local government (Conclusion No. 221-KL/TW).
The conclusion stated: At the meeting on November 28, 2025, after listening to the Report of the Central Organizing Committee on the situation and results of the operations of the political system and local government apparatus at two levels in November 2025 (Report No. 565-BC/BTCTW, dated November 27, 2025), the Politburo and the Secretariat concluded as follows:
1. Basically agree with the Report of the Central Organizing Committee on the situation and performance results of the political system apparatus and local government at 2 levels in November 2025.
The Politburo and the Secretariat acknowledged and commended Party committees at all levels, Party organizations, the Government Party Committee, the National Assembly Party Committee, the Central Organizing Committee, ministries, branches, provincial Party Committees, city Party Committees, and Party Committees of communes, wards, and special zones for continuing to make efforts, overcoming difficulties, promptly guiding, handling, and removing arising problems, contributing to ensuring that the political system and local government apparatus at two levels operate stably, smoothly, and increasingly better.
2. Requesting Party committees, Party organizations, agencies, units and localities to seriously, promptly and effectively implement the conclusions and directions of the Party Central Committee, the Politburo and the Secretariat on building and perfecting the political system apparatus and operating two-level local governments.
Requesting comrades secretaries of provincial and municipal party committees, ministers, and heads of ministerial-level agencies to oversee and directly direct the tasks and work contents of the ministries, branches, and localities assigned to them; increase visits to the grassroots to grasp the situation, inspect, urge, promptly direct the resolution and removal of difficulties and problems that arise, especially the handling of headquarters and public assets, ensuring that work is carried out on schedule and meets quality requirements.
3. Assign the Government Party Committee to lead and direct ministries and branches to continue to coordinate with the Ministry of Justice and relevant agencies to urgently review the entire system of legal documents in each sector and field to promptly amend, supplement and perfect institutions, policies and laws to ensure closeness to reality and thoroughly overcome overlapping, contradictory and inconsistent situations with the 2-level local government model. In particular, prioritize the following areas: Finance - budget; land and planning; administrative reform and digital transformation; science and technology development; organization of apparatus, staff, regimes and policies; education, training, health; pay special attention to modernizing digital infrastructure, improving the capacity of commune-level officials and rationally arranging the team according to new task requirements.
4. Request the Government Party Committee to direct Party committees and Party organizations at the Central level, according to their assigned functions and tasks, to urgently lead and direct the resolution and handling of specific recommendations from agencies, units and localities (with specific assignments in the attached appendix), to be completed in 2025. For issues that cannot be resolved immediately, there must be a plan for assignment, a specific time schedule and full information to agencies, units and localities.
Requesting Party committees, agencies, units and localities to step up the review and arrangement of internal apparatus, urgently complete the arrangement of public service units according to requirements and progress. Provincial and municipal Party committees coordinate with the Ministry of Health, the Ministry of Education and Training and the Ministry of Home Affairs to urgently arrange communal-level public educational institutions (kindergartens, primary schools, secondary schools, inter-level schools) and commune-level health stations, to complete before December 31, 2025.
5. The Central Organizing Committee shall continue to preside over and coordinate with the Ministry of Home Affairs to carefully assess the situation and performance of the political system apparatus and local governments at two levels, especially the organization and implementation of policies and orientations on apparatus organization, cadres, decentralization, delegation of powers, classification of administrative units, etc., and report to the Politburo and the Secretariat for direction.
