Using data from historical flood peaks to redesign planning
On the morning of November 28, the National Assembly discussed in the hall the draft Law on Planning (amended); Adjusting the National Master Plan for the 2021 - 2030 period.
Participating in giving comments, delegate Trinh Xuan An (Dong Nai delegation) suggested that the national master plan, socio-economic development plan, key projects and works, urban planning and regional planning must be linked with disaster risk management; invest more in inter-regional and inter-provincial monitoring systems to handle the consequences of the past time.
At the same time, Mr. An said that new standards and new data from recent historical flood peaks should be applied to design planning systems, especially those related to lakes and hydropower systems.
"It is necessary to review the entire small hydropower system, evaluate the flood discharge process to avoid the situation of "the process is correct but the consequences are still very serious" and clarify this factor in the National Master Plan," delegate Trinh Xuan An suggested.

Agreeing with this view, delegate Tran Hoang Ngan (Ho Chi Minh City delegation) said that in adjusting the National Master Plan for the 2021-2030 period, it is necessary to add content that pays attention to the situation of climate change and increasingly severe weather, causing extremely heavy damage.
Specifically, for the South Central Coast and Central Highlands regions, in the face of the current severe devastation caused by floods, Mr. Ngan suggested being extremely cautious in developing coastal urban areas.
From the reality of unexpected floods, especially in Khanh Hoa, delegates said that planning work must ensure disaster prevention capacity, especially in housing planning.
Railways connecting within and between provinces in some localities
Regarding the adjustment of the national master plan, delegate Trinh Xuan An said that the whole country is divided into 6 socio-economic regions and each region has its own development priorities, but only the North Central region links socio-economic development with national defense and security.
Delegate An proposed that all socio-economic development regions must have content on ensuring and linking socio-economic development with national defense and security, especially in regions related to the border.
Believing that it is necessary to readjust the content on ensuring tight national defense and security, delegates said that it is necessary to integrate planning on defense posture into national planning, especially in the conditions of organizing new administrative boundaries and merging provinces and organizing 2-level local governments.

Meanwhile, delegate Tran Thi Hong Thanh (Ninh Binh delegation) assessed that after merging administrative units, many provinces of very large scale were formed, in which the distance from the old provincial capitals to the new provincial capitals was commonly up to several tens of kilometers, even hundreds of kilometers.
According to Ms. Thanh, if only the national backbone railways are developed without an intra-provincial and inter-provincial connection system, people and businesses in the new localities after the merger will still be forced to depend mainly on roads.
"This puts great pressure on the highway and national highway system and makes it difficult to achieve the goal of reducing logistics costs, as well as the goal of shifting the transport structure from road to rail," Ms. Thanh said.
From that reality, delegate Thanh suggested that in the orientation section on railways, in addition to the content of investing in key railway lines, it is necessary to add the phrase: "railway connecting within the province and inter-province in some localities".
This supplement creates a legal corridor for industry and provincial planning, based on actual needs, to build appropriate regional and intra-provincial railway lines.
Focus on growth drivers, do not spread resources
Explaining the opinions of National Assembly deputies, Minister of Finance Nguyen Van Thang said that according to the provisions of the Law on Planning, the National Master Plan is a strategic plan, determining the organization of the country's development space, with a national and international scope, and inter-regional nature.
The planning pays special attention to zoning and regional linkage, including identifying socio-economic regions, economic corridors, dynamic regions, growth poles and areas with limited development.
The national master plan defines the country's infrastructure framework, develops the urban and rural system, including ports, international gateways, national and international inter-regional technical and social infrastructure, as well as priority investment orientations during the planning period.
The Minister said that detailed contents on development orientation of each industry, each region, intra-regional linkage, additional projects... will be shown in lower-level planning.
Regarding the orientation for dynamic and disadvantaged regions, the Minister said that currently, among the 6 socio-economic regions, the National Master Plan has identified the role of the Red River Delta and the Southeast region as the regions with the highest economic growth rate and the largest growth drivers of the country.

On that basis, the planning focuses resources on developing infrastructure, attracting investment, developing high-level industries and fields, creating development momentum in these regions.
In addition, the planning also pays attention to disadvantaged areas, proposing many solutions such as building specific mechanisms and policies; taking care of cultural development, education, training, and healthcare; improving the quality of human resources; and gradually developing disadvantaged areas through building infrastructure connecting with economic centers and corridors.
Minister Nguyen Van Thang said that he will take full advantage of opinions on the potential and advantages of the six driving regions to update the National Master Plan, while ensuring feasibility, focus, and key points, avoiding dispersion; closely linking economic development goals with ensuring national defense and security, especially in border areas.
