The Ministry of Education and Training plans to shorten the time to issue high school diplomas.

That is the content of the Draft Circular promulgating the Regulations on diplomas and certificates of the national education system that has just been announced by the Ministry of Education and Training , collecting opinions from October 15 to 25.

The draft consists of 24 articles, 10 articles less than the previous regulation, and is completed in a concise manner, "clear about people, clear about work, clear about responsibilities", ensuring consistency, feasibility and suitability with practical requirements as well as the current trend of digital transformation in education .

In particular, the Draft stipulates that the time limit for issuing a graduation certificate (paper copy) is reduced from 75 days to 30 days, and the time limit for issuing a digital certificate is only 5 days from the date of the graduation recognition decision.

Other certificates are also issued in both paper and digital versions, helping to modernize the management process, save time and costs, and meet the requirements of publicity, transparency and digitalization.

Candidates will be granted a digital high school diploma within 5 days and a paper copy within 30 days.

The draft also allows the authorization of deputies to sign diplomas and certificates to reduce workload and clearly stipulates how to handle special cases such as mergers, separations, dissolution of issuing agencies or when there is no longer a competent person as prescribed.

In addition, the draft adjusts the granting of junior high school graduation certificates in the form of confirmation of completion of junior high school program in the transcript; adds vocational high school diplomas and expands the scope and subjects of adjustment to include diplomas and certificates of vocational education.

The draft also removes the regulation that the Ministry of Education and Training prints diplomas and certificates, delegating the responsibility to the Department of Education and Training or assigning competent authorities to issue diplomas and certificates (for paper diplomas and certificates).

The forms of college and secondary school diplomas and certificates of the national education system prescribed in current documents are replaced by regulations on the main content recorded on diplomas and certificates; the forms of original diploma books, original diploma book appendices, books for issuing copies from original books... are replaced by regulations on the main content recorded on these books.

According to the Ministry of Education and Training, these adjustments aim to remove practical obstacles, ensure learners' rights, reduce complaints and petitions, and improve transparency and efficiency in the management of diplomas and certificates.
