The Ministry of Education and Training has just issued a decision to establish a team to inspect the implementation of Circular No. 29 regulating supplementary teaching and learning.


According to this decision, the inspection team is responsible for inspecting the implementation of Circular No. 29 of the Ministry of Education and Training regulating supplementary teaching and learning as directed by the Prime Minister in Official Dispatch No. 10/CĐ-TTg dated February 7, 2025; the regulations on inspection work of the Ministry of Education and Training issued together with Decision No. 1489/QĐ-BGDĐT dated May 24, 2023 of the Minister of Education and Training; and other relevant legal regulations.

The inspection period is one month, from February 20th to March 20th.

Earlier, Mr. Pham Ngoc Thuong, Deputy Minister of Education and Training, outlined several solutions to effectively implement regulations on tutoring and supplementary classes.

Firstly, there are administrative solutions. Secondly, there are professional solutions: improving the capacity and teaching methods of teachers, enhancing the responsibility of educators; promoting students' self-learning abilities; reforming testing and evaluation, ensuring that regular assessments, end-of-term assessments, and entrance exams are consistent with the content and requirements of the 2018 General Education Program; avoiding tricky questions and questions outside the curriculum to ensure students follow the curriculum correctly and can pass tests and entrance exams without needing extra tutoring.

Strengthening the linkages between general education and higher education, specifically in university entrance aptitude tests that use general knowledge and avoid overly difficult questions...

Thirdly, solutions regarding improving infrastructure and schools: there needs to be enough schools to ensure equal opportunities for students to access education. Increase the number of schools and classes that offer two sessions per day.

Fourth, a solution involving strengthening inspection and supervision.

Fifth, the solution involves raising awareness and promoting self-respect among teachers so that they say "no" to unauthorized tutoring.

Mr. Thuong further shared that managing extracurricular tutoring is not just a policy issue, but also a change in societal perception. In addition, policies to ensure the livelihoods of teachers are also a solution to this problem.

According to Article 7 of Government Decree 138/2013 on administrative penalties in the field of education, the penalties for violations of regulations on tutoring are as follows: a fine of 1-2 million VND for organizing tutoring activities without ensuring the required facilities; a fine of 2-4 million VND for organizing tutoring activities for the wrong target group; a fine of 4-6 million VND for organizing tutoring activities that do not conform to the licensed content; and a fine of 6-12 million VND for organizing tutoring activities without a license.

Depending on the severity, violators may also face additional penalties: revocation of their tutoring license for 6-12 months if they organize tutoring activities for the wrong target group or with content different from what was licensed; or suspension of tutoring activities for 12-24 months if they operate without a license.

Those who violate regulations on tutoring will also be required to take remedial measures such as providing adequate facilities; refunding students all fees collected and bearing all costs of the refund.

For teachers who are civil servants, those recruited for specific positions and working in public schools, disciplinary action is also subject to Articles 15 and 16 of Government Decree 112/2020 on disciplinary measures for civil servants. Accordingly, civil servants who do not hold managerial positions will face disciplinary measures such as reprimand, warning, and dismissal. Civil servants holding managerial positions may also be removed from their positions in addition to the above measures.
