Speaking at a press conference, Deputy Minister ofEducation and Training Pham Ngoc Thuong said that the 2025 high school graduation exam has many new features and is considered a special exam, because it is organized for two groups of candidates to study two different high school programs and takes place at the peak of administrative unit arrangement.
The exam ensures regulations, no violations detected
According to statistics, the whole country has over 1.1 million candidates taking the exam, an increase of nearly 100,000 compared to last year. Meanwhile, the situation of exam cheating is complicated. These difficulties are a big challenge for the exam steering committees nationwide.
In a general assessment of this year's exam, Mr. Huynh Van Chuong, Director of the Department of Quality Management, Ministry of Education and Training, said: The Ministry of Education and Training has issued regulations related to the exam, including sample exam questions so that teachers and students of high schools can grasp information and promptly adjust their teaching and review plans.
The Ministry of Education and Training also proactively organized training for officials participating in the exam earlier than previous exams, and actively coordinated with departments and social forces to support the organization of the exam. "100% online registration is a new feature of this exam," said Mr. Chuong.

Math and English questions are difficult, the Ministry said "please take note"

Mr. Ha also said that in order for the innovation to not be sudden, in 2024, the exam format structure was also issued. In that year, the reference exam was announced so that students would be familiar with the format structure, and teachers would also know how to guide students.
In addition, the Ministry of Education and Training has organized test trials nationwide, with the aim of assessing students' ability to respond in order to adjust the difficulty of the official test.

Is there any 'failure in math and literature exams'?

Specifically, information circulating online said that an application solved this year's math exam while the exam was taking place. Responding to this issue, Prof. Dr. Huynh Van Chuong, Director of the Department of Quality Management, Ministry of Education and Training, said that the national steering committee has noted the use of high-tech equipment, and localities and functional forces have been very closely involved.
"After the math exam ended, there was no information about the exam being leaked by 4 p.m. However, on the evening of June 26, information about the exam being leaked at a testing site was spread on the internet. We immediately verified it and coordinated with the authorities. The authorities are investigating the source, verifying it, and handling it in accordance with their functions and duties," Mr. Cuong affirmed.
Is there any adjustment in the conversion of admission scores?
Discussing the university admission score distribution this year based on graduation exam scores, Associate Professor Dr. Nguyen Anh Dung - Deputy Director of the Department of Higher Education (Ministry of Education and Training) said that currently, the assessment of the ease and difficulty and prediction of the university admission score distribution are only initial assessments; we must wait for the exam results to be announced to have accurate information.
"This year, the Ministry has regulations on equivalent conversion of admission scores. But in the context of differences in the difficulty of the exam subjects, leading to different exam score ranges, has the Ministry of Education and Training considered an equivalent conversion plan between exam subjects to ensure fairness for candidates using different combinations?", a journalist asked.
Regarding this, Mr. Dung said that the equivalent conversion in this year's admission is applied according to the regulations. "The equivalent conversion is for admission scores, not for exam scores," Mr. Dung said.
