The Ministryof Education and Training has just issued instructions on converting equivalent admission scores and input thresholds between admission methods and admission combinations when training institutions simultaneously use multiple admission methods and admission combinations for a training major/group of majors.
The Ministry of Education and Training has issued: Conversion framework between types of exam scores; Conversion framework between combinations using high school graduation exam scores; Conversion framework for admission scores from high school learning results (report card scores).
The conversion framework between exam score types provides the score ranges of individual exams (APT, HSA, TSA...) and the score ranges of appropriate high school graduation exam subject combinations according to the percentile method based on the analysis of exam results of candidates with both individual exam scores and corresponding graduation exam subject combination scores in 2025.
The score ranges are ranked respectively according to the top 0.5%, 1%, 3%, 5%, 10%... as in the following table:

Conversion framework between combinations using high school graduation exam scores: The general admission support system maintains the form of entering the difference in scores between the original admission combination and other admission combinations for a major of training institutions as in previous years.
Determining the difference in admission scores between popular combinations will be based on comparing the score distribution announced by the Ministry of Education and Training after the 2025 high school graduation exam results are available according to each admission score range.
Framework for converting admission scores from high school academic results (report card scores): High school report card scores do not reflect assessment results on a unified national assessment scale, so it is meaningless to develop a common conversion framework. However, the Ministry of Education and Training will publish statistics on the correlation between high school graduation exam scores and average high school subject scores, on the basis of which training institutions will determine conversion rules equivalent to admission scores and entrance thresholds.
Based on the principles and conversion framework under the guidance of the Ministry of Education and Training, training institutions develop conversion tables and conversion formulas for each program, industry, industry group or training field.
According to the Ministry of Education and Training, implementing equivalent conversion of admission scores will have an important positive impact in increasing fairness for candidates and thereby improving the quality of admission;
In addition, many training institutions may reduce the number of admission methods, and this year's admission process will become much more transparent, when all benchmarks are compared between methods, combinations, majors and training institutions. Science and transparency will also promote fairness for candidates and create healthy competition between training institutions.
Technically, training institutions only need to adjust the admission process, without modifying the admission software, because they only convert the standard scores between methods, not all of the candidates' scores.
As for candidates, if you are still wondering how separate exam results such as SAT, HSA, TSA... will be converted to high school graduation exam scores, whether it is complicated or disadvantageous for any method... then you can be completely assured, the conversion will be done by the training institutions.
According to Deputy Minister of Education and Training Hoang Minh Son, candidates can be completely assured because the Ministry guides training institutions to choose the most suitable data analysis method to come up with simple and fair conversion rules. When registering for admission on the online system, students only need to choose the school and major according to their wishes, and the software system will automatically choose the most beneficial admission method and combination for each student.
