Ministry of Education and Training notes new points in the 2025 high school graduation exam

One of the most interesting new points in the 2025 High School Graduation Exam is the exam questions. Mr. Nguyen Ngoc Ha, Deputy Director of the Department of Quality Management, Ministry of Education and Training (MOET), informed that the exam content closely follows the content of the current General Education Program at the high school level, mainly the 12th grade program. In which, the thinking level is 40% knowledge level, 30% understanding level and 30% application level. The requirement is that candidates must increase the connection and application of knowledge and skills with reality, especially with differentiated content to properly assess students' abilities.

Therefore, in reviewing, the Departments of Education and Training need to strengthen guidance for students to read, study by themselves, and know how to relate to reality and issues arising in life.

In response to local concerns about the arrangement of high school graduation exam rooms, Mr. Nguyen Ngoc Ha said that the 2025 high school graduation exam will only be held in 3 exam sessions and the 3rd session will test both elective subjects. Candidates will be arranged in a single exam room during the exam sessions and will not have to move. The collection of papers will be done by room, not by subject. The number of candidates per exam room will remain at 24, and a room can be arranged for up to 5 subjects.

To ensure security, instead of only having 24 test codes for 24 students in one exam room as before, this year's exam increased the number of test codes to 48 for the 2 time frames of the 3rd exam session.

The 2025 high school graduation exam will be held simultaneously for students taking the exam according to the 2006 General Education Program (those who have not graduated or are taking the exam to get university admission scores) and students taking the exam according to the 2018 General Education Program. To avoid errors, it is necessary to arrange some separate exam locations for students taking the exam according to the 2006 Program. Therefore, during the trial exam, localities need to arrange similar arrangements to the official exam organization, from the format structure and level of exam questions, exam time, exam room arrangement, etc.

At the 2025 High School Graduation Exam, the Ministry of Education and Training will support exam marking software, send staff and experts to provide technical support, and answer questions about the marking process to ensure compliance with the regulations of the Examination Regulations.

The Ministry of Education and Training has prepared a plan to immediately resolve unusual situations such as: printing errors discovered only when the exam papers are opened; students and teachers writing the wrong information on the multiple-choice answer sheet and exam paper; unusually bad weather affecting travel and ensuring security and safety at the exam site; traffic jams; power outages in the exam area...
