The Ministry of Education and Training stated the reason why it cannot yet implement the arrangement of higher education institutions.

The Ministry of Education and Training has sent a document to the Ministry of Home Affairs regarding the arrangement of public service units. Here, the Ministry of Education and Training said that it is not yet possible to implement the arrangement of affiliated higher education and vocational education institutions.

In Official Dispatch No. 6365/BGDĐT-TCCB on the arrangement of public service units sent to the Ministry of Home Affairs , the Ministry of Education said that, regarding the arrangement of higher education institutions , in Resolution 71-NQ/TW of the Politburo on breakthroughs in education and training development, the Ministry was assigned to develop a Project to arrange and reorganize the system of higher education institutions and a Project to transfer a number of higher education institutions to local management, to be submitted to the Prime Minister for consideration and decision in 2026.

In addition, in Resolution No. 03/NQ-CP dated January 9, 2025 of the Government promulgating the Government's Action Program to implement Resolution No. 57-NQ/TW1 dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation, the Ministry of Education and Training was assigned to preside over and coordinate with agencies and localities to develop a Project to transfer multi-disciplinary and multi-field higher education institutions to the Ministry of Education and Training for management.

Based on the content of the meeting on September 25, 2025 chaired by Deputy Prime Minister Le Thanh Long with relevant ministries and branches, the Ministry of Education and Training is drafting a plan to organize and implement tasks to report to the Government and the Prime Minister for consideration and decision. In particular, it is expected to propose to unify the content of the Project to transfer multi-disciplinary and multi-field higher education institutions to the Ministry of Education and Training for management into the Project to arrange and reorganize the system of higher education institutions to ensure the uniformity of the arrangement and streamlining of the system of higher education institutions into a unified Project to be submitted to the Prime Minister for consideration.

"Therefore, the arrangement of universities and vocational training institutions under the Ministry of Education and Training cannot be implemented yet," the Ministry of Education and Training stated.

Regarding the arrangement of vocational education facilities and continuing education facilities , there is an orientation to arrange local schools as follows: "Arrange in a streamlined direction, reduce focal points, improve the quality of operations: Merge vocational education centers and continuing education centers into vocational secondary schools equivalent to high school level under the Department of Education and Training to provide public services in inter-ward and commune areas. Each province and city has a maximum of no more than 3 vocational schools to train skilled workers to serve socio-economic development and attract investment in the locality (not including schools that self-guarantee regular expenditure or higher)".

However, through practical review, the Ministry of Education and Training assessed that there were some difficulties in implementation.

Specifically, regarding the orientation of merging vocational education centers and continuing education centers into vocational high schools equivalent to high schools: Vocational high schools are new organizations, being proposed in the draft revised Law on Vocational Education to be submitted to the National Assembly at the 10th Session. Therefore, in the current period, there is no legal basis to implement the above policy, so the Steering Committee is proposed to only review and streamline centers according to inter-ward and commune areas; the organization of these centers into vocational high schools (for areas without colleges or intermediate schools) or merge into intermediate schools or colleges (if in the same area) will be implemented after the vocational high school model in the revised Law on Vocational Education is approved by the National Assembly.

Regarding the orientation that each province and city has no more than 3 vocational schools: The current Law on Education and Law on Vocational Education do not stipulate the concept of vocational schools, only colleges and intermediate schools. The orientation to arrange and streamline public colleges and intermediate schools is necessary to restructure, concentrate resources, increase scale and improve training quality. However, it is necessary to clarify that this is an orientation for public schools; at the same time, it is recommended that the Steering Committee consider the characteristics of provinces and cities with large labor force and a large number of public colleges and intermediate schools (Hanoi has 54 schools, Ho Chi Minh City has 62 schools, Hai Phong has 19 schools, Ninh Binh province has 28 schools, Phu Tho province has 21 schools, ...). The arrangement needs to be carried out with autonomous and non-autonomous schools to aim at the quality and efficiency of educational institutions.

Regarding the arrangement of general education and preschool facilities , the Ministry of Education and Training has issued an Official Dispatch guiding the arrangement and reorganization of preschool, general education and continuing education facilities in accordance with two-level local authorities.
