Ministry of Science and Technology launches National Portal on Innovation and Digital Transformation

The portal is the official channel of the Ministry of Science and Technology to receive, evaluate, select and publicize technology products, solutions and digital transformations that have been successfully deployed and applied in practice in Vietnam. Organizations, businesses and individuals can register, submit proposals, and then track feedback results online, without paperwork.

The review process is made public by the Ministry, creating conditions for the community to access and learn about valuable Make in Vietnam products and solutions.

The portal currently publishes 71 digital technology products and solutions, in many fields such as industry, construction, agriculture , environmental resources, transportation, post, logistics, education, healthcare, culture, society, finance, banking, trade, services...

According to Mr. Do Cong Anh, Director of the Information Technology Center (Ministry of Science and Technology), the unit that develops and operates the platform, these Make in Vietnam products are all highly applicable and can be deployed in practice.

"When posting on the portal, in addition to the description, businesses can share their desire to find partners, investors, customers, or propose their own mechanism to receive support from the State in terms of experts, communications, and connections," said Mr. Cong Anh.

After 24 hours since the portal opened, 100 products and solutions from Make in Vietnam have been proposed for registration. After reviewing their validity, the Ministry of Science and Technology is receiving 60 products and solutions for further processing before publication.

Speaking at the opening ceremony, Deputy Minister of Science and Technology Pham Duc Long emphasized that the platform is not only a tool to support the national digital transformation process, but also a space to spread the spirit of autonomy, creativity and aspiration to rise up in the digital age. “More than a digital platform, the portal represents a new spirit - to stimulate the movement of startups, creativity and innovation; to improve work efficiency and labor productivity; to promote the spirit of self-reliance, self-reliance and national pride,” said the Deputy Minister.

He also affirmed that every idea, no matter how small, if useful, will be appreciated and made public on the platform. This is an important difference compared to technology awards such as Make in Viet Nam - which honor breakthrough products and great achievements.

FPT representative assessed that the launch of the portal is a practical action to bring Resolution 57 of the Politburo into life, while creating a strategic connection platform between the Government and the business community.

"The launch of the Portal is not only a step forward in policy communication, but also a strategic connection platform between the Government and the technology business community. This is a place to gather Make in Vietnam technology products invested, created and developed by Vietnamese businesses," said an FPT representative.

Mr. Do Ba Dan, Chairman of Tri Nam Group, said that this is a good environment for businesses to introduce and find suitable products. He proposed adding a feature to rate products from users, because practical feedback is the most important measure.

Ms. Dinh Thi Thuy, General Director of Misa, suggested that the Ministry of Science and Technology provide clear evaluation criteria for businesses to easily meet, and at the same time classify records by size, industry... for convenience in reference and searching.

Process of receiving, evaluating and selecting products and solutions

Step 1: Enterprises, organizations and individuals submit new proposals via the Electronic Information Portal for products, science-technology solutions, innovation and digital transformation, at the access address: https://nq57.mst.gov.vn/.

Step 2: The Information Technology Center - Ministry of Science and Technology receives proposals, reviews information, documents and makes a preliminary assessment of each product, scientific-technological solution, innovation and digital transformation; Transfers to the Council Coordinator for processing.

Step 3: The Council Coordinator transfers information and documents for each product, science-technology, innovation and digital transformation solution to a Council Member for evaluation.

Step 4: Council members establish an independent expert group to evaluate products, scientific-technological solutions, innovation and digital transformation; record the evaluation opinions of each member of the independent expert group; Record the evaluation opinions of Council members (in the form of a report on the evaluation of products, scientific-technological solutions, innovation and digital transformation).

Step 5: The Information Technology Center - Ministry of Science and Technology publicly announces on the Electronic Information Portal of scientific and technological products and solutions, innovation and digital transformation and the Electronic Information Portal of the Ministry of Science and Technology the proposals after being evaluated and selected by the Council for Evaluation of Scientific and technological Products and Solutions, Innovation and Digital Transformation and a group of independent experts.
