The handbook is compiled in two forms – paper and electronic – to facilitate widespread use at the grassroots level.
According to the Ministry of Home Affairs , in the context that our country is actively implementing a two-level local government organization model (provincial and communal levels), enhancing the effectiveness and efficiency of communal-level governments as a level of government close to the people, directly organizing the implementation of policies and laws and solving problems of people and businesses, providing basic and essential public services, in order to promote the initiative and creativity of the grassroots level is an urgent requirement.
On June 16, 2025, the National Assembly issued the Law on Organization of Local Government No. 72/2025/QH15. The Government and competent authorities have issued Decrees and guiding documents to implement the two-level local government model, including many regulations on comprehensive innovation in the organization of the apparatus, division of tasks, powers, as well as the operation of commune-level governments.
Based on practical needs, the book "Handbook on organization and operation of local government at commune level" was compiled (in paper and electronic versions) to provide systematic, complete and easily accessible information for commune-level cadres and civil servants in implementing the Law on Organization of Local Government in 2025 and related new legal documents.
The content of the Handbook is designed in a practical, clear and specific manner, specifying the responsibilities, tasks, powers, working relationships and handling of situations arising at the grassroots level, ensuring consistency and effectiveness in implementation. The Handbook is also an important document serving the training, fostering and professional guidance for commune-level cadres and civil servants.
The issuance of the handbook is also a step to concretize the direction in Conclusion No. 169-KL/TW dated June 20, 2025 of the Politburo and Secretariat on focusing on completing the task of reorganizing the apparatus and administrative units.
In this conclusion, the Politburo assigned the Government Party Committee to lead and direct ministries and branches to promptly complete and issue documents and circulars guiding the implementation of newly issued decrees; continue to urgently review current guiding documents and circulars to supplement, adjust and replace them appropriately according to the progress and requirements stated in Conclusion No. 167 of the Politburo and the Secretariat; assign the Ministry of Home Affairs to preside over and coordinate with agencies to systematize regulations, instructions and procedures at the commune level to develop a "Commune-level Work Handbook" (both electronic and paper versions) to complete and send to localities before July 1, 2025.
