At the meeting, the Lao Cai Provincial Department of Health reported on the local implementation status, advantages, difficulties and obstacles after implementing the operation of the 2-level local government within the scope of state management. Accordingly, after the merger, the Lao Cai Health sector has 40 affiliated public service units; The provincial level has 15 medical units; The regional level has 25 medical units, with two different models: The old Lao Cai province has 08 regional general hospitals and 09 single-function regional health centers, only performing preventive medicine; The old Yen Bai province has 08 multi-function regional health centers, performing both preventive medicine and medical examination and treatment.
The total number of hospital beds in the province's health facilities is 7,159, reaching 41.1 beds per 10,000 people. 100% of public health facilities have been solidly built, modern, and are in good operating condition. Medical examination and treatment facilities have been invested in basic equipment to carry out professional tasks according to the division.
Regarding ensuring working conditions and maintaining professional activities after the merger, the industry has basically stabilized the headquarters for the merged and relocated units. A comprehensive review of the industry's facilities is being carried out to have an investment plan for the 2025-2030 period. However, the arrangement of accommodation and workplaces for officials transferred from the old Lao Cai has only been done about 20%. Professional activities such as medical examination and treatment, disease prevention, food safety, child population, natural disaster prevention, and digital transformation have all been well implemented.
However, in the post-merger operation process, the health sector encountered a number of difficulties and obstacles. The biggest difficulty is that the Ministry of Health has not yet provided guidance on the functions, tasks, and organizational structure of health stations, leading to the parallel existence of two models of grassroots health organization in Lao Cai. Some communes have not yet agreed on the location of the main headquarters of health stations with the People's Committee at the commune level, causing difficulties in directing, operating, and arranging human resources. Grassroots health units also lack human resources. In addition, there are difficulties in finance and decentralization of management of cadres, civil servants, and public employees in the province.
At the meeting, the Department of Health also proposed an organizational model, goals, tasks, and main solutions to implement Resolution No. 72-NQ/TW dated September 9, 2025 of the Politburo; requested the Department of Home Affairs and comrade Nguyen Thi Tuyet Mai to synthesize and report to competent authorities.
