28/53 provinces and cities sent documents requesting administrative unit arrangement

The Ministry of Home Affairs said that up to now, 53 provinces and cities have implemented the arrangement of administrative units at district and commune levels in the 2023-2025 period.
As of June 30, the Ministry of Home Affairs has received 28/53 applications for merging district and commune-level units of provinces and cities (Illustrative photo).
Of which, the district level will reorganize 49 units (including 9 units subject to reorganization, 40 encouraged and adjacent units, after reorganization it is expected to reduce 12 units); the commune level will reorganize 1,247 units (including 745 units subject to reorganization, 502 encouraged and adjacent units, after reorganization it is expected to reduce 624 units).
“As of June 30, the Ministry of Home Affairs has received 28/53 dossiers requesting the arrangement of administrative units of provinces and centrally-run cities,” the draft report stated.
The Ministry of Home Affairs has chaired the appraisal and completion of the project for submission to the Government for submission to the National Assembly Standing Committee for consideration and approval of the project of 5 localities including: Nam Dinh, Tuyen Quang, Soc Trang , Can Tho, Ninh Thuan.
9 localities are completing the project after appraisal including: Thai Nguyen, Vinh Phuc, Phu Yen, Hai Duong, Quang Tri, Ca Mau, Yen Bai , Binh Dinh, Tien Giang.
14 localities are completing documents for appraisal, of which 3 localities have conducted surveys: Lao Cai, Thua Thien Hue, Quang Ninh.
11 localities are completing their dossiers, including: Thai Binh, Hanoi, Dien Bien, Bac Giang, Nghe An, Quang Binh, Hung Yen, Ben Tre, Quang Ngai, Dong Nai, Khanh Hoa.
The Ministry of Home Affairs said that 25 provinces and cities are urgently building and completing the project.
Removing difficulties and obstacles in the arrangement process
The Ministry of Home Affairs has advised the Steering Committee to evaluate the results of the implementation of the arrangement of administrative units at district and commune levels in the 2023-2025 period, on that basis, proactively coordinate with the National Assembly's Law Committee and the Ministry of Construction to draft documents to submit to the Government (the dossier has been appraised).
From there, submit to the National Assembly Standing Committee for consideration and promulgation of a Resolution to remove difficulties and obstacles for localities regarding legal regulations related to urban classification, standards of administrative units, classification of administrative units, and funding.
Also according to the draft report, in the first 6 months of 2024, submit to the National Assembly Standing Committee for approval 2 Resolutions to establish wards and city of Ben Cat (Binh Duong province) and wards and city of Go Cong (Tien Giang province).
In addition, in the past 6 months, the Ministry of Home Affairs also decided to recognize the quantity and quality of records and maps of administrative boundaries of Binh Thuan, Son La and Bac Giang provinces; and reported on the implementation of Resolution No. 43/2019 of the 12th Politburo on the construction and development of Da Nang city to 2030, with a vision to 2045.
The Ministry of Home Affairs assessed that the Department of Home Affairs of localities advised the Provincial People's Committees to perform well the tasks in the field of local government, focusing on the arrangement of districts and communes in the period of 2023 - 2025. Typical are the Department of Home Affairs of the provinces: Nam Dinh, Tuyen Quang, Hanoi, Thua Thien Hue, Soc Trang, Thai Nguyen, Vinh Phuc, Can Tho, Phu Yen, Tien Giang, Hai Duong.
Regarding the tasks from now until the end of the year, the Ministry of Home Affairs will submit to the National Assembly Standing Committee for consideration and promulgation a Resolution on the arrangement of administrative units at district and commune levels of localities.
This agency will resolutely urge localities to complete the Project on rearranging administrative units at district and commune levels for the 2023-2025 period and submit it to the National Assembly Standing Committee for consideration and approval in 2024 so that localities can stabilize and organize the Party Congress at the grassroots level in 2025.
At the same time, the Ministry of Home Affairs guides the removal of difficulties and obstacles in the process of implementing arrangements, regimes and policies for cadres, civil servants, public employees, redundant workers, and handling of public assets according to the law.
