On June 4, the Ministry of Agriculture and Environment sent an official dispatch to provinces and cities regarding the rectification of slaughter management and animal slaughter control procedures to ensure disease safety and food safety.
According to the Ministry of Agriculture and Environment, recently, the media has continuously reported on the slaughter of sick pigs, dead pigs, pigs with infectious diseases (African swine fever, blue ear disease, etc.) and selling them to animal product processing and trading establishments.
Typical examples include the seizure of a truck carrying 180 sick and dead pigs for sale on May 30 in Ha Tinh and the discovery of a truck carrying many dead pigs to a slaughterhouse on June 3 in Quang Tri.
In particular, on May 30, a post appeared on Facebook by the account owner "Jonny Lieu" with the content denouncing a number of serious violations by the leaders of CP Vietnam Livestock Joint Stock Company, which occurred at CP Fresh Shop My Xuyen (My Xuyen town, My Xuyen district, Soc Trang province).
Up to now, the case is being investigated and clarified by the Ministry of Public Security at the request of the Ministry of Agriculture and Environment.
To end violations in slaughter management and control in localities, the Ministry of Agriculture and Environment requests the Chairmen of the People's Committees of provinces and cities to direct relevant units to strictly implement the provisions of veterinary law and directive documents of the Politburo, Secretariat, National Assembly, Government and Prime Minister, ministries on veterinary management, quarantine, and slaughter control to ensure food safety and disease safety.
Strengthen inspection and surprise checks on veterinary and food safety at animal slaughterhouses.
Immediately correct and strictly handle the slaughter of sick pigs, pigs that died from epidemics and were not controlled by veterinary staff according to local regulations.
Suspend operations of animal slaughterhouses that are not licensed to operate, do not ensure veterinary hygiene and food safety conditions, and use prohibited chemicals and additives in slaughtering.
At the same time, direct the Department of Agriculture and Environment to strictly implement the slaughter control process at slaughterhouses as prescribed in Circular No. 09/2016/TT-BNNPTNT dated June 1, 2016 regulating slaughter control and veterinary hygiene inspection.
The Ministry of Agriculture and Environment also requested that provinces and cities have priority policies and deploy the construction of a centralized slaughter network to ensure veterinary hygiene, disease safety, food safety and implement a proactive food safety monitoring program for foods of animal origin.
Develop and implement coordination regulations between the government and veterinary, medical, police, market management forces... in the management of animal slaughter activities.
Organize propaganda and mobilize organizations and individuals involved in business, trading, slaughtering, preliminary processing and processing to raise awareness and responsibility in complying with and practicing good slaughtering, preliminary processing and processing procedures to ensure veterinary hygiene and food safety.
At the same time, raise awareness among consumers not to use animal products of unknown origin, not ensuring veterinary hygiene and food safety.
