Speaking at the groundbreaking ceremony, General Phan Van Giang emphasized that Ca Mau is the southernmost province of the country, with a very important position in terms of both socio-economics and national defense and security with a revolutionary and heroic tradition. During the two resistance wars, Ca Mau was an important revolutionary base. The Party Committee, people and armed forces of Ca Mau province fought steadfastly, achieved many outstanding achievements, contributing to the complete victory of the nation, joining the heroic epic of the Southern citadel going forward and backward, recording in the glorious history of the Vietnamese people's resistance against foreign invaders.
In the current period, the Party Committee, government and people of Ca Mau province are constantly striving to focus on socio-economic development, national defense and security, and taking care of people's lives to make them increasingly prosperous and happy.

The Minister of National Defense affirmed that the investment in the construction of the projects: Ca Mau - Dat Mui Expressway, Traffic Road to Hon Khoai Island and Hon Khoai Dual-Use Port are of special importance, aiming to seamlessly connect the North - South Expressway in the East to Dat Mui, connecting the mainland and Hon Khoai Island to implement the economic development orientation of Hon Khoai to become the "Southernmost Continent" of the country in the coming years, contributing to the implementation of the important strategic orientation of the country, as well as for Ca Mau province, as directed by General Secretary To Lam during his visit and working session in Ca Mau province on November 17, 2024.

To ensure the successful completion of the assigned tasks, in the following implementation process, the Minister of National Defense expressed his hope that the Party and State leaders will continue to pay attention and direct; at the same time, he hopes to continue receiving the support and coordination of the Central Committees, Ministries, and Branches...; the Provincial Party Committee, People's Council, People's Committee of Ca Mau province and related localities, especially the consensus of the people in the project area, so that the expressway project will be completed before December 31, 2028, completing the connecting road to Hon Khoai Island and Hon Khoai Port in the first half of 2029.
“I assign this honor and responsibility to the 12th Army Corps and Truong Son Corporation as the main contractor, together with the Army Corps and companies, to be responsible to the Central Military Commission, the Ministry of National Defense and the Minister of National Defense for organizing the implementation of this task,” said General Phan Van Giang.

Among the projects that were started this time, the Ca Mau-Dat Mui expressway is nearly 93km long, divided into two sections: Ca Mau-Cai Nuoc (42km) and Cai Nuoc-Dat Mui (more than 50km). The route is designed according to class A expressway standards with 4 lanes, continuous emergency lanes, a 24.75m wide roadbed, and is expected to be completed in the 2025-2028 period.
Connected to the end of the Cai Nuoc-Dat Mui highway is a traffic project to Hon Khoai island with a total length of more than 18km (including more than 17km of sea-crossing bridge). The project is designed with 4 lanes according to the standards of a level 3 delta road, with a design speed of 80km/hour. This is the longest sea-crossing bridge in Southeast Asia, a symbol of Vietnam's image positioning on the world map; with a highly aesthetic design, creating a unique architectural highlight for the southernmost Mainland of the country. The projects are invested by the Project Management Board 166 of the Ministry of National Defense, and constructed by the 12th Army Corps.
Along with that, the Hon Khoai Dual-Use Port project, invested by the Navy, will form a large-scale strategic seaport in the far South. The port is capable of receiving ships of up to 250,000 tons, with a capacity of 20 million tons of cargo per year.
Investment in construction works is extremely necessary and has special significance, creating a synchronous strategic infrastructure system for transportation, which is the key driving force for the breakthrough development of Ca Mau province and the Mekong Delta in the coming time.
