The Ministry of Finance is the standing council for pre-feasibility appraisal of Vinh

According to the Decision, the Chairman of the Council is the Minister of Finance , the Vice Chairman of the Council is the Deputy Minister of Finance.

Also according to the Decision, the Council members are the Leaders of the Ministries: Construction; National Defense; Public Security; Agriculture and Environment; Science and Technology; Industry and Trade; Justice; Foreign Affairs and the Leaders of the People's Committee of Nghe An province.

The Ministry of Finance is the standing body of the State Appraisal Council.

The Decision clearly states the responsibilities and powers of the Council, the Chairman of the Council, the Vice Chairman of the Council, the Council members, and the Standing Body of the Council, which are implemented respectively according to the provisions of Articles 4, 5, 6, 7, and 8 of Decree No. 29/2021/ND-CP.

Members are responsible for providing their opinions on time as requested by the Standing Body of the Council; if they do not respond by the deadline, it is considered that they agree with the content of the consultation of the Standing Body of the Council and are fully responsible for not responding on time.

The Council is responsible for completing the Appraisal Report according to regulations, which must clearly confirm whether the Project dossier is qualified or not for the Government to submit to the National Assembly for decision on the Project investment policy.

The Council will dissolve itself after the Project is approved for investment policy.

As planned, the Vinh - Thanh Thuy Expressway Construction Investment Project has its starting point at Km0+000 intersecting with the North - South Expressway in the East, Dien Chau - Bai Vot section, at the Hung Tay intersection in Hung Nguyen commune, Nghe An province; the end point connects to the Thanh Thuy Border Gate Economic Zone in the Thanh Thuy/Nam On border gate pair area (connecting to the planned starting point of the Thanh Thuy Border Gate Economic Zone).

The project has a total length of about 60 km, with a complete scale of 4 lanes, passing through 9 communes of Nghe An province, including: Hung Nguyen, Kim Lien, Dai Hue, Van An, Nam Dan, Xuan Lam, Hoa Quan, Son Lam and Kim Bang.

The completed project will contribute to the formation of the Hanoi - Vientiane expressway, improving transport capacity, traffic speed, and enhancing traffic safety and order.

At the same time, it helps connect markets, promote regional economic development, create more space for urban development, industrial parks, services, and tourism; create resources from land exploitation, contribute to shifting growth models and structures, ensure national defense, security, and reduce poverty for localities...
