On June 28, in Long An , the Vietnam Federation of Commerce and Industry (VCCI) chaired and coordinated with the People's Committee of Long An province to organize the Forum "Vietnam Agricultural Development 2023" with the theme "Attracting businesses to invest in sustainable agriculture".

At the forum, VCCI Chairman Pham Tan Cong said that recently the Government has issued many policies to attract businesses to invest in agriculture . In particular, it clearly stated outstanding solutions such as: Enterprises with agricultural projects with special investment incentives will receive state support equivalent to 20% of land and water surface rent for the first 5 years. Or such as supporting agricultural processing facilities, poultry and livestock slaughterhouses with 60% of investment costs and not exceeding 15 billion VND/project to build infrastructure for waste treatment, transportation, electricity, water, factories and purchase equipment within the project fence, ...

“I think the Government and localities need to pay special attention to removing difficulties and creating favorable conditions for agricultural enterprises. We also need to build models and successful enterprises in investing in agriculture to replicate and encourage, creating confidence for potential investors. Although we know that investing in agriculture is a risky and difficult industry, with thin and unstable profits, investing in agriculture is also promoting the outstanding strengths of our country, the opportunity for success is therefore very large and more specifically, it is creating livelihoods, increasing income for farmers, contributing to building a modern, prosperous, happy, democratic and civilized countryside,” said Mr. Pham Tan Cong.

Chairman of Long An Provincial People's Committee Nguyen Van Ut said that the Mekong Delta Regional Planning for the period 2021-2030, with a vision to 2050 approved by the Prime Minister, affirmed that agricultural development is the strength and mission of the Mekong Delta. Focus on developing strategic products in three key areas: aquatic products, fruits and rice, towards increasing the proportion of aquatic products and fruits and reducing the proportion of rice. Develop high-quality agricultural commodities, combined with trade, logistics services, eco-tourism; the industry focuses on processing industry to enhance the value and competitiveness of agricultural products.

This forum will also be an opportunity to strengthen the connection between investors and businesses to explore opportunities and cooperate in investment in the agricultural sector towards ecological agriculture, regenerative agriculture, sustainable green agriculture and promote the strong development of the agricultural processing industry towards high technology application, digital transformation, combining agricultural development with tourism and agricultural tourism.

At the forum, Minister of Agriculture and Rural Development Le Minh Hoan commented that the whole world is facing problems of climate change and difficult agricultural product consumption markets.

"It's time for us to need each other, we cannot live in isolation but must expand to absorb the best. It's time for us to approach in an advanced way. We need localities, business communities, and experts to join hands to contribute to the country's agriculture, to contribute rather than criticize. All of us in today's generation should not, for survival reasons, take away what belongs to the future, should not trade off diverse ecological resources for growth. We have hundreds of thousands of businesses, millions of businesses, but we have 50 million farming households. Therefore, to develop sustainably, both businesses and farming households must develop together. If one of the two is broken, it will never be sustainable. Currently, the world is approaching the concept of an inclusive economy, a development mindset to replace the growth mindset. If the problem of harmony between the parties is not solved, there will be no sustainability. Businesses will sink into a difficult path. Businesses need profit, but if that is said to be the goal that must be achieved, "It is not about being successful, but about creating development for the community and achieving benefits through that," Minister Le Minh Hoan emphasized.

According to Minister Le Minh Hoan, when localities are interested in attracting "eagles", they should not forget the "sparrows", cooperatives, farmers, small and medium enterprises. It is necessary to raise the wings of "sparrows" to create a comprehensive agricultural economic ecosystem. Agriculture today is not a single value but must integrate multiple values and the concepts of agriculture have recently been expanded a lot such as: circular agriculture, organic agriculture, regenerative agriculture, photovoltaic agriculture, tourism agriculture... At the same time, consider it a new economy, a broader and deeper value than before.

Long An has enough space for all businesses to come and apply all the newest initiatives, not just stop at production, purchasing, and processing. High value lies in innovation, from one product to hundreds of thousands of products, with higher knowledge content, serving many different consumer groups. Businesses must go together, seek more directions, apply technology to create new values, create circular values in the chain to bring many times higher value.
