On the morning of December 4, Minister of Labor, War Invalids and Social Affairs Dao Ngoc Dung began a working trip to Laos to attend the 8th Vietnam - Laos Labor and Welfare Ministers' Conference.

10:30 The Minister landed at Wattay International Airport, Vientiane, Laos. The Minister was welcomed at the airport by Lao Deputy Minister of Labor and Social Welfare, Mr. Padeumphone Sothany.

Deputy Minister Sothany is a cadre trained in Vietnam, and Minister Dao Ngoc Dung used to teach classes and lecture on social issues. Therefore, the conversation between the two cadres who had spent time in Vietnam was very friendly and open.

The Lao Deputy Minister of Labor and Social Welfare announced that another Deputy Minister of the Ministry will soon be sent to study and research in Vietnam. Minister Dao Ngoc Dung shared his excitement about the teaching program for this class of officials, with many topics on social issues.

The working program of the Minister of Labor, War Invalids and Social Affairs in Lao PDR lasts 2 days.

In the morning, in the capital Vientiane, the Minister and the delegation of the Ministry of Labor, War Invalids and Social Affairs will pay a courtesy visit to the leaders of the host country's Government.

During the day, the Minister traveled to Luang Prabang province to prepare for the Ministerial Conference taking place there.

The 8th Vietnam - Laos Ministerial Conference of Labor and Social Welfare was officially held on the morning of December 5, 2023. Minister Dao Ngoc Dung and his counterpart, Member of the Central Committee of the Lao People's Revolutionary Party, Lao Minister of Labor and Social Welfare Baykham Khattiya co-chaired the conference.

The conference includes an opening session, a bilateral conference session, a closing session and a signing ceremony of the conference minutes between the Ministry of Labor, War Invalids and Social Affairs of Vietnam and the Ministry of Labor and Social Welfare of Laos.

Within the framework of the conference, there are also many component activities and seminars such as the conference of senior officials on labor and social affairs chaired by Deputy Ministers of the Ministries.

In addition, Minister Dao Ngoc Dung also surveyed traditional production villages, met with workers in Laos, and visited prominent cultural and historical sites in the Land of a Million Elephants.

2023 marks the 10th anniversary of the implementation of the Labor Cooperation Agreement between the Government of Vietnam and the Government of Laos. The cooperation agreement on labor and social welfare between the two Ministries of Labor of the two countries is also implemented on the basis of the Agreement signed in 2013. Since then, every year, the Ministries of Labor of the two countries have had activities to promote cooperation, especially in human resource development.

As a result of the implementation of the Labor Cooperation Agreement, from 2021 to present, data collected from 253 business units of Vietnamese investors shows that there are nearly 9,000 Vietnamese workers working in Laos, including more than 1,400 female workers.

Laos also has policies and plans for using foreign labor from Vietnamese labor units and investment projects to solve the labor shortage or the Lao labor supply not meeting market demand.

The two sides are implementing special policies for Vietnamese workers working in non-refundable aid projects of the Vietnamese Government, bilateral cooperation projects between Vietnam and Laos and investment projects of Vietnam, with a 50% reduction in labor card issuance fees for Vietnamese workers working in the economic development triangle. Specifically, Saravan, Sekong and Attaphu provinces have implemented a policy of reducing labor card issuance fees by 66% according to the announcement of the Lao Government.

Most recently, at the same time last year, in Quang Ninh province of Vietnam, the two sides agreed and signed a cooperation agreement in the field of human resource development" between 3 Ministries: Vietnam's Ministry of Labor - Invalids and Social Affairs, Laos' Ministry of Labor and Social Welfare, and Laos' Ministry of Education and Sports.

This working trip of Minister Dao Ngoc Dung to attend the conference of the Ministers of Labor and Welfare of the two countries is expected to be a boost for labor cooperation activities, bringing better results through the model of exchanging information related to labor export in the field of business activities with contracts, investment projects and non-refundable aid projects of Vietnam in each period.

In the field of social welfare, the Vietnamese Minister of Labor expects to increase technical exchanges and technical information by exchanging and sharing information on the elderly, people with disabilities, autistic children, building a Children's Protection Fund, building a database system to protect children and help victims of human trafficking; continue exchange and coordination activities of high-level delegations, training of officials between the two ministries; coordinate and support each other on labor and social welfare at meetings and discussion forums at all levels in the ASEAN region and internationally.
