In recent years, vocational training, job creation, and labor restructuring in the province have always been of interest to Party committees, authorities, departments, branches, localities, and vocational education institutions. The network of vocational education institutions has been consolidated, with investment in modern and synchronous facilities.

In the period of 2021 - 2025, Lao Cai province will enroll and train an estimated 162,270 people; of which, college level is about 14,670 people, intermediate level is 31,040 people and primary level, regular training is about 116,550 people. Each year, the whole province supports vocational training for 4,000 - 5,000 rural workers.

By the end of 2025, the rate of trained workers in the province is estimated to reach 70%, of which the rate of trained workers with diplomas and certificates is 25.3%. The rate of trained ethnic minority workers is estimated to reach 45%.

The scale of enrollment and vocational training is increasingly expanded; the quality of training is constantly improved. The forms and methods of training are increasingly diverse, close to the needs of learners, businesses and the labor market. Vocational training is initially linked to recruitment needs. Many graduates have been introduced to jobs at businesses and production facilities in and outside the province, even participating in labor export abroad.
Currently, 100% of colleges and intermediate schools have specialized departments that are closely linked with businesses, effectively implementing the "3-house" model: State - School - Enterprise. Some vocational training institutions have linked with employers through the form of training orders, providing labor, increasing the output rate for students immediately after graduation.
The rate of vocational students having jobs after graduation is about 90%, in which many industries such as industrial sewing, industrial electricity, automotive technology... have a rate of 100% having jobs immediately.

Lao Cai province strives to have 75% of trained workers by 2030; 36% of trained workers with certificates; retraining and regular training for about 50% of the workforce; and female students accounting for over 40% of the total new enrollment target.
The rate of ethnic minority workers who have received vocational training is 50%; the rate of disabled workers who are able to work and have received appropriate vocational training is 40%. The rate of workers with information technology skills is 90%.
At least 70% of vocational training institutions and 100% of training programs in key occupations meet quality accreditation standards; strive for Yen Bai Vocational College and Lao Cai College to meet high-quality school standards approaching the level of ASEAN-4 countries and gradually approaching international standards for key occupations...
To achieve these goals, Lao Cai province continues to synchronously deploy tasks and solutions to comprehensively innovate and improve the quality of vocational education by 2030, with a vision to 2045, creating a breakthrough in human resource development, especially high-quality human resources, meeting the requirements of promoting industrialization, modernization and international integration in the spirit of the Resolution of the 13th National Party Congress.
