According to the resolution, many special and outstanding preferential policies will be implemented to encourage and motivate the teaching staff. Specifically, the professional incentive allowance for preschool and primary school teachers will be increased to at least 70%, for staff to at least 30%, and 100% for teachers working in particularly difficult areas, border regions, islands, and ethnic minority areas. This policy is not only a recognition of the efforts and contributions of the teaching staff, but also a great source of encouragement, helping them to work with peace of mind and remain committed to the cause of "nurturing future generations".

For teachers working in remote, border, and island areas – where teaching conditions are still lacking – Resolution No. 71 holds special significance. Teacher Le Thi Sinh, from Son Hai branch of Nam Son Primary and Secondary School (Ba Che commune), said emotionally: “We are committed to our students in the highlands not only because of our responsibility, but also because of our love for the profession. The attention we receive from the Party and the State is a great motivation for us to continue dedicating ourselves to bringing knowledge to students in these remote villages.”
In implementing Resolution No. 71, dated October 13, 2025, the Standing Committee of the Provincial Party Committee issued a specific action program, closely adhering to the practical situation of the locality. The focus of this program is on building a team of teachers and education management staff that is sufficient in quantity, strong in quality, and meets the required competency standards.
The action plan states: Ensure sufficient staffing for educational institutions according to prescribed standards and promptly recruit staff according to the annual allocated quotas before the start of the new school year, definitively resolving the teacher shortage. 100% of preschool and general education institutions will have sufficient teachers and staff to meet job requirements; 100% of management staff and teachers will meet the required training standards, with 35% exceeding those standards.
Besides developing professional capacity, the province also requires strengthening training, sending core teachers for further training at high-quality educational institutions both domestically and internationally, and simultaneously screening and replacing management staff with limited capabilities and lacking credibility. Alongside this is a policy to attract high-quality personnel to work in educational institutions, build official housing, and create favorable conditions for teachers in remote, border, and island areas.
The groundbreaking policies from Resolution No. 71 have not only created significant changes in the development of the teaching staff but also contributed to improving the overall quality of education, meeting the requirements of integration and digital transformation in the new era. Quang Ninh, with its solid educational foundation, is proactively concretizing Resolution No. 71 with synchronized solutions that are appropriate to the practical situation, aiming to build a high-quality workforce to serve the rapid and sustainable development of the province.
