According to the resolution, many special and outstanding preferential policies will be implemented to encourage and motivate the teaching staff. Specifically, the preferential allowance for preschool and primary school teachers will be raised to a minimum of 70%, for staff to a minimum of 30%, and for teachers working in particularly difficult areas, border areas, islands, and ethnic minority areas to a minimum of 100%. This policy is not only a recognition of the efforts and contributions of the teaching staff, but also a great source of encouragement, helping them feel secure in their work and stick with the career of "growing people".
Teacher Duong Thi Duyen, Hong Gai Kindergarten (Hong Gai Ward), shared: “The new preferential policy makes us feel truly appreciated. For teachers working in remote, border and island areas - where teaching conditions are still lacking, Resolution No. 71 has a special meaning. Teacher Le Thi Sinh, Son Hai school, Nam Son Primary and Secondary School (Ba Che commune), was moved: "We are attached to students in the highlands not only because of responsibility, but also because of love for the profession. The attention of the Party and the State is a great motivation for us to continue to contribute and bring knowledge to students in remote villages."
Implementing Resolution No. 71, dated October 13, 2025, the Provincial Party Standing Committee issued a specific action program, closely following the practical situation of the locality. In particular, the focus is on building a team of teachers and educational managers that is sufficient in quantity, strong in quality, and standard in capacity.
The action program clearly states: Arrange enough staff for educational institutions according to prescribed standards and promptly recruit according to the annual assigned staff before the start of the new school year, completely solving the shortage of teachers. 100% of preschool and general education institutions are arranged with enough teachers and staff to meet the requirements of the tasks; 100% of managers and teachers meet training standards, of which 35% have qualifications above the standard.
In addition to developing professional capacity, the province also requires strengthening training, sending core teachers to training at high-quality educational institutions at home and abroad, and screening and replacing managers with limited capacity and lack of prestige. Along with that is the policy of attracting high-quality human resources to work at educational institutions, building public housing, creating favorable conditions for teachers in remote areas, border areas, and islands.
The breakthrough policies from Resolution No. 71 not only create strong changes in the development of teaching staff, but also contribute to improving the quality of comprehensive education, meeting the requirements of integration and digital transformation in the new period.
