A breakthrough in incentive policies to attract talent to the capital city.

On the afternoon of October 30th, the Hanoi City Party Committee, in coordination with the Central Theoretical Council, organized a city-level scientific conference in 2025 with the theme "Developing high-quality human resources for Hanoi Capital City by 2030: Vision and strategic breakthroughs".

Dr. Bui Van Thach - Vice Chairman in charge of the Central Theoretical Council; Mr. Vu Ha, Deputy Head of the Standing Committee of the Propaganda and Mass Mobilization Department of the Hanoi City Party Committee; and Assoc. Prof. Dr. Pham Minh Anh, Principal of Le Hong Phong Cadre Training School, co-chaired the workshop.

High-quality human resources - A decisive factor in national competitiveness and stature.

In his opening remarks, Vu Ha, Deputy Head of the Standing Committee of the Hanoi City Party Committee's Propaganda and Mass Mobilization Department, emphasized that Hanoi is facing new opportunities and challenges in the context of globalization, the knowledge economy , and the Fourth Industrial Revolution. Artificial intelligence, big data, and the Internet of Things are profoundly changing the methods of production, management, and social life.

In this context, high-quality human resources are not only an input for development, but have become a valuable asset – an endogenous resource, a decisive driving force for the competitiveness and stature of each nation and each city.

In reality, Hanoi, the national political and administrative center and leading hub for education, science, and technology, still faces many challenges in human resource development: an unbalanced occupational structure, uneven labor quality, and limited soft skills and foreign language proficiency. The linkages between training, research, and production are not strong enough; and the mechanisms for attracting and retaining talent have not yet created a truly strong incentive.

The Hanoi Party Committee quickly recognized this issue and identified the development of high-quality human resources as one of the three strategic breakthroughs, as reflected in Program No. 06-CTr/TU (dated March 17, 2021) on “Developing culture, improving the quality of human resources, building elegant and civilized Hanoi people” for the period 2021-2025.

According to Comrade Vu Ha, the comprehensive development of Hanoi's people in terms of intellect, character, qualities, and creative abilities is the foundation for the capital city to make breakthroughs in the era of integration and development.

Therefore, the workshop is not only of academic significance, but also serves as a scientific and policy forum connecting researchers, policymakers, and implementers, contributing to the formation of a comprehensive framework for the human resource development strategy of Hanoi in the period 2025-2030, with a vision to 2045.

Accelerate the development of digital human resources.

At the workshop, experts and scientists discussed various proposed solutions for developing high-quality human resources in the capital city. There was a consensus that for Hanoi to achieve breakthroughs, it needs innovative solutions in institutions, technology, training, and incentive policies.

In a presentation on the topic "Application of AI and Digital Transformation in the Management, Forecasting, and Development of High-Quality Human Resources in Hanoi," Professor Nguyen Dinh Duc, former Chairman of the University Council of the University of Technology (Vietnam National University, Hanoi), proposed building a human resource data analytics framework based on artificial intelligence (AI-HR Analytics) to create a unified human resource data platform for analyzing and forecasting skill gaps and advising on retraining and upgrading the capabilities of workers. Professor Nguyen Dinh Duc also suggested that Hanoi should soon establish a human resource data center linked to its socio-economic development plan.

Associate Professor Tran Kim Chung, a member of the Central Theoretical Council, presented a paper titled "Forecasting the Demand for High-Quality Human Resources for Key Economic Sectors in Hanoi by 2030." He argued that Hanoi needs to accurately forecast and regulate training according to market needs, focusing on areas with strong growth potential such as information technology, finance and banking, logistics, high-quality healthcare, creative industries, and smart urban services. In particular, training must be closely linked to practical development, connecting universities, research institutes, and businesses.

From the perspective of higher education, Associate Professor Dr. Nguyen Thien Dung (Water Resources University) presented a paper on the topic "Developing high-skilled human resources and talents for the Capital City according to Resolution 71-NQ/TW". Through this, he emphasized three key groups of solutions: perfecting the institutional framework and granting comprehensive autonomy to higher education institutions in conjunction with the amended Law on the Capital City; enacting a superior incentive mechanism and creating a favorable working and research environment for intellectuals; and modernizing facilities and laboratories to meet international standards, expanding cooperation and academic exchange.

In the field of healthcare, Master's degree holder and doctor Le Thi Le Quyen (Hanoi Oncology Hospital) shared a model of international training partnerships that helps improve the skills of medical staff, affirming the hospital's position as a shining example in international cooperation for the development of high-quality medical personnel.

Ms. Dao Thi Hoang Lan, M.A. (Le Hong Phong Cadre Training School), proposed three strategic solution groups: Innovating training and management based on technology; Building an ecosystem to attract talent and develop a culture of innovation; Prioritizing the development of digital infrastructure and promoting international integration in training and research.

Associate Professor Dr. Luong Thu Ha (Business School - National Economics University) shared the results of her research on "The level of digital transformation in higher education institutions in the economics sector in Hanoi." Associate Professor Dr. Ha identified seven key factors influencing the application of technology in teaching, and proposed accelerating digital transformation in higher education to develop a digital workforce, a decisive factor in Hanoi's competitiveness in the next decade.

In his concluding remarks at the workshop, Dr. Bui Van Thach, Vice Chairman of the Central Theoretical Council, acknowledged and highly appreciated the insightful opinions, while emphasizing that Hanoi needs to focus on three major breakthroughs: institutional and policy incentives for talent, technology and digital transformation in management and training, and the model of linkage between the State, schools, and businesses.

He affirmed that only by daring to innovate in thinking and action can Hanoi attract and maximize the intelligence and creativity of its high-quality workforce, thereby aiming to become a knowledge center, a creative and smart city with regional and international competitiveness.
