Step by step building smart countryside

Police officers and union members of Tan Trinh commune guide people to install the VNeID application on their smartphones.

The commune has completed the Community Digital Technology Team in 17 villages, assigned specific tasks to each member in charge, and directly guided people in using digital platforms, online public services, cashless payments, and VNeID electronic identification.

At the Commune Public Administration Service Center, the Commune Police force and Youth Union members are regularly present, guiding people through administrative procedures on the Public Service Portal. Thanks to that, from July 2025 to now, the commune has received more than 2,300 records, of which 98% were resolved on time, many procedures were carried out completely online, minimizing the use of paper documents, saving time and costs for people.

Mr. Phu Van Khanh, a small trader in Nam O village, shared: “Previously, I had to go to the commune headquarters to do the procedures, which took a lot of time. Since being instructed to install the VNeID application and use online public services, I can submit documents and look up information right on my phone. It is very convenient and practical, especially for people in the highlands like me.”

According to the digital transformation plan for 2025, Tan Trinh commune sets 40 specific targets, including 25 targets on digital government, 3 targets on digital economy and 12 targets on digital society. The commune strives for 100% of administrative procedures to be processed online, 90% of people to be satisfied when using online public services, at least 60% of financial transactions to be paid without cash. Along with that, Tan Trinh focuses on building digital infrastructure, upgrading Internet connections at the commune center and schools, tourist attractions; deploying an online meeting system; digitizing management records in areas such as justice - civil status, education, health, agriculture and environment.

In particular, in developing the digital economy, the commune has encouraged people to participate in e-commerce, promoting local agricultural products, tea and brocade on digital platforms. Up to now, the commune has had 12 OCOP products and local specialty products put on e-commerce platforms such as Sendo, Lazada, Postmart and Voso, of which 8 products have stable monthly sales.

Comrade Nguyen Anh Duc, Secretary of the Tan Trinh Commune Party Committee, affirmed: “The Party Committee identifies digital transformation as a key task in leading socio-economic development. The commune regularly trains village cadres and community digital technology teams, helping each person to operate on their own smartphones, use public services, and make electronic payments. At the same time, the commune has established an electronic information page to connect and promptly convey policies and guidelines to the people.”

Currently, the whole commune has over 3,200 people registered for VNeID level 2 electronic identification, reaching over 70% of eligible citizens; over 85% of households know how to use online public services and make cashless payments. From the initial results, Tan Trinh commune is continuing to expand digital transformation into production, education, healthcare and environmental resource management, aiming to build a smart new rural commune, where people can enjoy digital utility services right in their hometown.
