Ca Mau plans to spend nearly 180 billion VND to build school toilets

(Dan Tri) - Ca Mau plans to build new and repair more than 800 toilets in public schools with a budget of nearly 180 billion VND.

On October 8, according to a source from Dan Tri reporter, the Department of Education and Training (DoET) of Ca Mau province has a project to build and repair toilets at public schools in the area by 2027.

Regarding the current situation of public toilets, the Department of Education and Training of Ca Mau province said that in recent years, although the school system has been gradually upgraded, the physical facilities, especially the public toilet system, still have many shortcomings.

Many public restrooms built long ago have seriously degraded, do not meet hygiene requirements, directly affecting the health and psychology of students and teachers.

According to the Department of Education and Training, after implementing the policy of merging separate schools, the density of students per class increased, causing some restrooms to become overloaded and unable to meet usage needs.

The design of toilets in some schools in the past was neglected and not linked to the overall planning, causing difficulties in exploitation and renovation later.

"Building and renovating school toilets is an essential and urgent need to ensure a safe, friendly, green, clean and beautiful learning environment, in accordance with current standards," the Department of Education and Training of Ca Mau province clearly stated.

Speaking to Dan Tri reporter, the leader of a secondary school in Ca Mau province said that the school currently has 3 toilets for students and teachers. The toilets are low, narrow, and have degraded but have not been upgraded.

“Due to the low ground, flooding during the rainy season is unsanitary and has a significant impact on the health of the students. The school hopes that the province will invest in building and repairing the restrooms soon to ensure cleanliness and safety,” the school leader said.

According to statistics from the Department of Education and Training of Ca Mau province, schools currently need to build new and repair 839 restrooms. Of these, 188 restrooms need to be built new and 651 restrooms need to be repaired.

The province has estimated that the cost of building new toilets will be 350 million VND and repairing toilets will be 175 million VND, with a total cost of nearly 180 billion VND (from the state budget and other legal sources). The province strives to complete all toilets according to the project by 2027.

To implement the construction and repair of new toilets, Mr. Nguyen Minh Luan, Vice Chairman of the People's Committee of Ca Mau province, assigned the People's Committees of communes and wards to be the investors at the preschool, primary and secondary school levels; at the high school level, assigned the school to be the investors.

Mr. Luan also assigned the Department of Construction to issue a reference model of the toilet and provide guidance on specifications, technical standards, etc. for schools to implement according to specific conditions.

"The Department of Education and Training shall preside over and coordinate with the Department of Finance and the Department of Construction to guide educational institutions on professional procedures to implement the procedures for building new and repairing toilets in accordance with regulations," the Vice Chairman of the People's Committee of Ca Mau province clearly directed.

According to the Department of Education and Training of Ca Mau province, the Department has proposed a solution on the management mechanism and arrangement of sanitation workers in schools. In particular, schools with less than 500 students will be given one sanitation labor contract; for every 500 students, an additional contract will be arranged; a maximum of 8 contracts will be arranged.

The Department of Education and Training also advised the competent authority to arrange more security contracts at educational establishments, with at least 2 people at each location. For schools with 28 to under 40 classes, one additional security guard will be arranged; schools with more than 40 classes will have 2 additional security guards.
