On November 12, the Central Propaganda and Mass Mobilization Commission held a national conference to train science and education work in 2025. The conference was held in person and online at provincial and commune-level bridges nationwide.
Speaking at the conference, Minister of Science and Technology Nguyen Manh Hung said the three stages of technology development of a country include investment, absorption and innovation.
According to Mr. Hung, Vietnam is in the second stage of buying and using the technology and beginning to understand, operate and improve it. The part of creating the technology is not much and if it does not enter the third stage, it cannot develop.

Mr. Hung believes that to achieve high income by 2045, Vietnam's GDP must increase at least 5 times in the next 20 years. If the first 10 years of continuous growth are 10%, the next 10 years must still grow by 7% to reach the goal of the country's 100th anniversary.
According to the Minister of Science and Technology, this is an unprecedentedly high goal in human history, extremely difficult, but is the only way to breakthrough in science and technology, innovation and national digital transformation.
Stating that Vietnam entered middle income status in 2010, Mr. Hung is concerned that if Vietnam does not surpass the high-income threshold by 2045, there is a high risk of falling into the middle-income trap.
He cited that it took Japan 25 years to surpass middle income, South Korea 32 years, and China 24 years.
According to Minister Nguyen Manh Hung, Resolution 57 on breakthroughs in science, technology, innovation and national digital transformation has many revolutionary viewpoints, tasks and solutions, similar to Resolution 10 for agriculture 40 years ago, but this time it is for science, technology, innovation and digital transformation.
He believes that if Contract 10 creates a revolution in agriculture to help Vietnam escape poverty, Resolution 57 with the spirit of Contract 10 will be a boost, liberating science, technology, innovation and digital transformation, bringing the country to rapid and sustainable development.
Along with that, the spirit of Resolution 57's Contract 10 is to manage by objectives, not by methods; to give autonomy and responsibility to workers; to accept risks, to evaluate based on overall efficiency; workers benefit from the fruits of their labor and creativity.
According to Mr. Hung, it is necessary to change the approach, from input management to output management, from process management to goal management, from not accepting the risks of each research project to evaluating the overall effectiveness of research projects and accepting the risks of a research project...
