The Draft Document has correctly identified the spirit of inheritance and innovation, focusing on building a country that is "fast, sustainable, prosperous, and happy."

Currently, people across the country as well as overseas Vietnamese are paying special attention to the 14th National Congress of the Communist Party of Vietnam .

The draft Congress Documents are the subject of wide discussion.

VNA correspondent in Europe had an interview with Dr. Phan Bich Thien - Member of the Central Committee of the Vietnam Fatherland Front , Chairwoman of the Vietnamese Women's Forum in Europe about the theme of the Congress and the overall development orientation, with the desire to accompany the nation to contribute to building a developed, prosperous and happy country, bringing Vietnam not only far but also high in the international arena.

According to Dr. Phan Bich Thien, the Draft Document has correctly identified the spirit of inheritance and innovation, focusing on building a country that is "fast, sustainable, prosperous, and happy."

However, the Doctor believes that the Draft Document needs to more clearly demonstrate the vision of comprehensive human development in Vietnam, not only as a resource, but also as the goal of all policies.

It is recommended that the Document emphasize more on the three fundamental values: National Independence - Self-reliance - Humanity, as the basis for sustainable development; Identify green transformation, digital transformation and human resource transformation as the three strategic pillars of the new era; Add a development perspective based on "Vietnamese creativity, culture and knowledge in deep international integration."

Regarding economic development and environmental issues, Dr. Phan Bich Thien said that the document needs to more strongly affirm the orientation of developing an independent and self-reliant economy associated with deep and effective integration. Specifically, regarding the green and circular economy, it is necessary to consider this not only as a trend but also as a mandatory strategic choice to respond to climate change and create new growth space.

Regarding the knowledge-based economy and innovation, there needs to be a breakthrough mechanism in investment in research and development (R&D), encouraging the formation and expansion of high-tech enterprises, and developing regional creative startup centers, especially in localities with great potential for young human resources.

Regarding agricultural and rural development, it is necessary to supplement the orientation of building civilized, ecological, and modern rural areas, associated with ensuring food security, developing a green economy, and preserving regional cultural identity.

Regarding reducing regional inequality, the document needs to clearly state specific financial mechanisms for mountainous areas, ethnic minority areas, border areas and islands, in order to narrow the development gap.

Regarding environmental protection and regeneration, this is an urgent issue, especially in the context of declining natural forest areas and increasingly serious impacts of climate change. It is necessary to make forest regeneration a national strategic goal, through the development of a program for ecosystem restoration and natural forest regeneration nationwide.

At the same time, it is necessary to strengthen the development of forest environmental services and carbon economy to mobilize social resources; strictly manage forest-land-water resources, resolutely respond to climate change; shift from resource exploitation to resource regeneration, from green development to green recovery.

Regarding culture, society, education and human development, the document needs to highlight more the viewpoint that "culture is the spiritual foundation of society, an important endogenous strength ensuring sustainable development."

Dr. Phan Bich Thien proposed to add the following contents: Building a healthy cultural environment in cyberspace; Preserving cultural heritage associated with sustainable tourism; Developing comprehensive education, focusing on digital citizenship education and creativity; Ensuring gender equality, social security and caring for the young generation, considering this as the foundation of national happiness.

The document needs to highlight more the viewpoint that Vietnamese culture must become a national soft power, positioning Vietnamese values ​​on the world map; promoting the unique values ​​of Vietnamese culture: humanity - resilience - creativity - peace.

Regarding education and training, more specific policies and goals are needed to build a modern vocational education system that is closely linked to business needs and meets skill standards in the global value chain. Focus on training highly skilled human resources.

Establish a network of high-quality vocational schools in major industrial and service centers. Develop digital skills, green skills and professional ethics for learners right from primary, secondary and college levels. Highly skilled vocational human resources must be identified as a pillar of the national human resources, not secondary to universities.

Regarding the overseas Vietnamese community and people-to-people diplomacy, overseas Vietnamese need to be identified as an important strategic resource in national integration and development. In the context of geopolitical competition and global power shifts, people-to-people diplomacy needs to be identified as an official pillar of Vietnam's diplomacy, along with Party foreign affairs and State diplomacy.

Dr. Phan Bich Thien proposed that the document emphasize the following strategic orientations: Promoting the role of the Vietnamese community abroad as a global strategic resource; Considering knowledge and the global Vietnamese network as an important driving force to raise the country's status; Building an ecosystem connecting overseas Vietnamese in strategic sectors: science and technology, innovation, digital transformation, environment, health, education, non-traditional defense and security; Improving the effectiveness of citizen protection, supporting social integration and preserving Vietnamese identity for the young generation born and raised abroad.

It is necessary to innovate the way of mobilizing overseas Vietnamese, not only towards the homeland and country but also towards accompanying and creating common values, as co-creators of Vietnam's future./.
