In the immediate future, the Prime Minister requested that local Party committees and authorities, the Fatherland Front, socio- political organizations, and core forces such as the Army, Police, and health care continue to encourage families of deceased and missing people, and support funeral arrangements according to local customs and practices; continue to mobilize means and forces to search for missing people, contributing to reducing people's pain and treating the injured; stabilize the people's situation with the spirit of not letting anyone lack housing, hunger, cold, school, or medical treatment.

The Ministry of Finance urgently reviews and balances the 2025 reserve fund, based on the proposals, no later than 12 o'clock on November 14, submits to the Government a support plan to provide accommodation for the people. On this occasion, it is necessary to restructure people's accommodation to avoid dangerous places, not close to the sea, to be completed before December; support 1,900 collapsed houses, 67,000 houses with blown-off roofs; localities must also mobilize reserve resources to carry out this work.

The Prime Minister requested localities to quickly restore electricity, clean water, transportation and telecommunications infrastructure. Continue to review and mobilize all means of supply to hungry households, evacuate people to safe places; ensure rice distribution must be implemented immediately on November 14.
Continue to call on businesses and philanthropists for "national love and compatriotism" with the spirit of "whoever has something helps, whoever has a lot helps a lot, whoever has merit helps merit, whoever has property helps property"; request the Ministry of National Defense, the Ministry of Public Security, the Fatherland Front, and socio-political organizations to quickly step in to support and clean up collapsed and damaged production facilities and houses. Businesses must quickly stabilize production and business, not to break supply chains and contracts with foreign partners. Provinces must focus on close coordination and support for businesses.

The Prime Minister especially emphasized the need to focus on restoring transport infrastructure. The Ministry of Education and Training must compile statistics and immediately resolve issues related to schools; the Ministry of Health must monitor the situation and work with localities to overcome the consequences. All must join in the spirit of "recovering as soon as the flood recedes", quickly restoring people's livelihoods.
Direct relevant agencies, banks, credit institutions, and insurance companies to promptly implement measures to support people and businesses in restoring production and business. Banks should postpone, extend, and freeze debt; the financial sector should postpone taxes, fees, and charges; and the insurance sector should promptly make initial payments to help businesses overcome the consequences.

The Prime Minister requested the Ministry of Agriculture and Environment to closely monitor the agricultural production situation in localities, especially plant and animal varieties; the Ministry of Construction to review the transportation system; the Ministry of Industry and Trade to review and ensure adequate supply of essential goods such as gasoline, water, and construction materials; to avoid shortages of goods, leading to hoarding and price hikes.
Continue to review and compile complete statistics on damage caused by natural disasters in localities. The Ministry of Finance will take the lead in closely coordinating with the Ministry of Agriculture and Environment to draft a Government Resolution directing the work of overcoming the consequences of natural disasters.
The Prime Minister requested Ministers, Heads of sectors, Secretaries and Chairmen of People's Committees of provinces and cities to actively and proactively resolve tasks within their authority to quickly overcome the consequences of natural disasters and floods.
