Strictly handle the situation of encroachment on public land and illegal construction.

On November 13, Working Group No. 1 led by Comrade Vo Van Minh, Deputy Secretary of the City Party Committee and Chairman of the People's Council of Ho Chi Minh City, supervised the implementation results of Plan 249-KH/UBKTTW of the Central Inspection Committee in Vinh Loc and Tan Vinh Loc communes (Ho Chi Minh City).

Reporting at the working session, representatives of the two communes' leaders said that after its establishment, the Party Committees of the two communes have focused on leading and directing the synchronous implementation of tasks and solutions to effectively implement the two-level local government model; at the same time, thoroughly grasping and fully implementing the directives and resolutions of the Central Government and the Ho Chi Minh City Party Committee in accordance with the actual situation in the locality.

At the working session, the two communes proposed that the Ho Chi Minh City People's Committee upgrade the operational management software, ensure smooth connection in receiving and processing documents and integrate reporting functions to reduce workload for the commune level; organize training courses to improve the capacity of cadres and civil servants.

Tan Vinh Loc commune alone proposed that the city consider adding staff appropriate to the population size and adding funds for investment, repair, and purchase of equipment for the commune and hamlets.

Meanwhile, Vinh Loc commune proposed to rearrange public investment capital to build a new commune headquarters; at the same time, adjust the plan to handle two public housing and land locations to serve the needs of cultural activities and public service unit headquarters. In addition, the locality proposed that Ho Chi Minh City Police complete the residential data on the national population database.

Speaking at the monitoring session, comrade Vo Van Minh acknowledged and highly appreciated the efforts of the two communes in operating the two-level local government in recent times.

He suggested that in the coming time, the two communes should promote digital transformation to better serve the people and businesses; process documents on time, and not let documents be returned more than twice. For administrative procedures related to land, it is necessary to strengthen coordination between localities and departments and branches to provide full and timely guidance to the people.

In particular, in the field of urban order and construction, comrade Vo Van Minh requested the communes to resolutely and strictly handle violations, especially the encroachment of public land and illegal construction; at the same time, review the public land fund to serve the development of social housing. At the same time, the two communes need to closely coordinate in ensuring security, order and traffic safety.

Comrade Vo Van Minh affirmed that the monitoring team will synthesize and report local recommendations to competent authorities for consideration and early solutions.
