On the afternoon of November 13, at the Binh Duong Exhibition and Convention Center (HCMC), a discussion session took place on "Capacity to promote development & promote productivity and growth through high-tech industry and digital innovation".

The discussion session is part of the series of events of the 9th ASEAN-Italy High-Level Dialogue on Economic Relations (HLD) in 2025, moderated by Ms. Thai Van Linh, CEO of Skills Bridge, Former Director of Strategy and Operations, VinaCapital. Attendees included speakers, businesses, and domestic and international experts.

Speaking at the discussion session, Mr. Nguyen Huu Yen, Deputy Director of the Department of Science and Technology of Ho Chi Minh City, said that for Ho Chi Minh City, promoting growth is no longer just about increasing investment. The city has shifted its strategy to performance-based growth, taking total factor productivity (TFP) as the highest measurement index, which reflects the actual effectiveness of digital innovation.

TFP growth at the local level is enabled through the materialization of high-tech strategies, such as: Data infrastructure and smart manufacturing; application of artificial intelligence (AI) to optimize value chains; commitment to long-term investment and human resources.

To realize the country's TFP breakthrough growth target, taking science, technology and innovation as the main driving force, international cooperation, especially with Italy - an industrial and technological powerhouse, is indispensable.

Through the implementation of the Smart City Strategy, investment in data infrastructure and human capital, Ho Chi Minh City has created an innovation ecosystem ready for TFP-based growth.

During the discussion, speakers assessed that as ASEAN countries continue to prioritize resilience and innovation, high-tech industries play a key role in maintaining business operations, stabilizing the region and promoting cooperation in strategic areas.

According to the speakers, with its leading reputation in advanced technology, engineering and research, Italy is well-positioned to make a strong and meaningful contribution to ASEAN’s development in these areas. The potential for joint cooperation projects, technology transfer and knowledge sharing is considerable, bringing unique cooperative advantages to both regions.
