The draft documents to be submitted to the 14th National Party Congress were published for public consultation, creating a democratic and exciting atmosphere throughout society.
In Vinh Long, many comments expressed their satisfaction when the draft continued to affirm the viewpoint of building a fair, high-quality, effective and sustainable health system, ensuring that all people have access to comprehensive health care services, creating a solid foundation for socio -economic development.
Promoting digital transformation in healthcare
The Health Department of Vinh Long province identified digital transformation as a key breakthrough to improve management efficiency, quality of medical examination and treatment, and people's satisfaction.
In recent times, the sector has promoted the application of scientific advances and deployed many specialized techniques. With the orientation of the draft document submitted to the 14th Party Congress on "breakthrough in science and technology development, innovation and national digital transformation," the team of cadres, party members and employees of the health sector believe that digital transformation will become an important driving force to bring the sector to modern and sustainable development, better meeting the requirements of caring for, protecting and improving people's health in the new situation.
Specialist II Doctor Bui Minh Tuan, Director of Mang Thit Regional Medical Center, said that digital transformation is a strategic step, contributing to comprehensive innovation in management, operation and service methods for the people.
The implementation of connecting medical examination and treatment data with Social Insurance, electronic medical records, personal health records, cashless payments, etc. has brought about many efficiencies and conveniences.
While in the past patients had to wait for a long time, now many steps are automated, transparent, saving time. Artificial intelligence is applied in data analysis, early warning of diseases, supporting doctors in diagnosis and treatment, helping to improve professional quality and efficiency in serving people.
Dr. Bui Minh Tuan expressed his desire for digital transformation to truly become a driving force for healthcare development. He proposed solutions such as synchronous investment in information technology infrastructure at the grassroots level; promulgating a national healthcare data standard framework to ensure connectivity, consistency, and safety.
Along with that is the development of digital health human resources; encouraging the application of artificial intelligence, Internet of Things, big data in management, examination and treatment, gradually forming a smart health care ecosystem, taking people as the center of service...
Specialist Doctor II Huynh Huu Nhan, Director of Tra Vinh General Hospital, said that applying digital technology in management and medical examination and treatment is becoming an inevitable trend, creating a strong shift.

Draft documents of the 14th Party Congress emphasize that "breakthroughs in science and technology development, innovation and national digital transformation" will create an important premise for synchronous development of science and technology and digital transformation in all fields, including healthcare.
He proposed the need to institutionalize digital transformation in healthcare as a pillar in the national development strategy, "developing digital healthcare" in parallel with "digital economy" and "digital government," and the national electronic health record is an important national data infrastructure.
To achieve this goal, the Central Government needs to have a mechanism to allocate the budget for digital transformation of healthcare based on efficiency of use, encourage socialized investment in technology, establish a Fund to support digital transformation of healthcare; pay attention to training digital healthcare human resources, and include medical informatics in the formal training program at universities...
In addition, relevant parties need to consider developing preventive medicine, promoting the application of artificial intelligence in health management, supporting diagnosis, early warning of epidemics, analyzing treatment effectiveness and expanding remote medical examination and treatment models for difficult and border areas...
Expectations for a quality, effective health care system
Specialist Doctor II Huynh Huu Nhan, Director of Tra Vinh General Hospital, contributed his opinion on the content of "Building a fair, quality, effective and sustainable healthcare system" in the draft document submitted to the 14th National Congress of the Party.
Doctor Huynh Huu Nhan said that in recent times, as a provincial hospital, the unit has met more than 90% of the medical examination and treatment needs of people in the province and neighboring areas; providing professional support to district and commune levels through training and technology transfer.

With a scale of 930 beds but regularly receiving over 1,200 inpatients, the hospital always maintains a focus on serving the people, especially the poor, ethnic minorities and people in rural areas.
The hospital is also the focal point for transferring technology to lower levels, contributing to reducing the load on upper levels and ensuring fairness in access to medical services.
Doctor Huynh Huu Nhan hopes that in the development orientation of the health system in the coming period, provincial hospitals will continue to play the role of "pillar" in the people's health care network, both as a high-tech specialized line and as a center for training, support and coordination of regional health.
He proposed that the Central Government should have a clear and flexible referral mechanism, prioritize investment in grassroots health care as a foundation to reduce the load on upper levels, and ensure fairness in access to health services.
To achieve the goal of everyone receiving free periodic health check-ups and having electronic health records, provincial hospitals need to be assigned the task of building a national health database and connecting information between levels.
Stakeholders need to supplement the policy of building a set of national criteria on the quality of medical services, taking patient satisfaction as the center...
Specialist II Doctor Bui Minh Tuan, Director of Mang Thit Regional Medical Center, said that primary health care is the "shield" and "pillar" of the national health system - the place that is close to the people, understands the people and takes the most proactive and comprehensive care of people's health.
In recent years, the grassroots level has played a good role in disease prevention, control and management, but still faces difficulties in human resources, expertise, facilities and remuneration. He hopes that the draft documents of the 14th National Congress will continue to identify the development of grassroots health care as the foundation for universal health care, moving towards equitable health care.
From practice, he proposed 4 key groups of solutions including: Synchronous investment in facilities, equipment and digital transformation; promulgating mechanisms to attract, train and retain high-quality medical human resources; developing family medicine and proactive preventive medicine models, strongly shifting from "treatment" to "prevention"; strengthening the connection between primary, preventive and specialized health care, forming a continuous, comprehensive, humane and effective health care network.
Director of the Vinh Long Provincial Department of Health Ho Thi Thu Hang said that the draft documents of the 14th National Party Congress demonstrate a strategic vision on caring for, protecting and improving people's health with important goals of building a fair, high-quality, effective and sustainable health system; improving the capacity of the health network from the central to grassroots levels, ensuring that all people have access to quality primary health care services and free health check-ups at least once a year; striving to exempt hospital fees for all people by 2030...
The Vinh Long Health Sector is planning and consolidating the grassroots health network after administrative reorganization, investing in improving the capacity of provincial and regional hospitals, expanding the role of private health, promoting digital transformation and implementing models of public health management... towards improving the quality of operations, creating the premise to realize the development orientations of the sector./.
