
Proposing to add the draft Ordinance amending and supplementing the Ordinance on Consolidating Legal Documents to the 2025 Legislative Program.
Specifically, the Government resolved to approve the proposal to add the draft Ordinance amending and supplementing a number of articles of the Ordinance on Consolidation of Legal Documents (VBQPPL) to the 2025 Legislative Program, requesting the National Assembly Standing Committee to agree to apply the shortened order and procedures in developing and promulgating the draft Ordinance amending and supplementing a number of articles of the Ordinance on Consolidation of Legal Documents as prescribed in Point b, Clause 1, Article 50 of the Law on Promulgation of Legal Documents No. 64/2025/QH15, amended and supplemented by Law No. 87/2025/QH15, as proposed by the Ministry of Justice in Submission No. 153/TTr-BTP dated October 31, 2025. The Ministry of Justice is responsible for the content and proposed reports, ensuring compliance with legal provisions.
The Government assigned the Minister of Justice, authorized by the Prime Minister, to sign on behalf of the Government a submission to the National Assembly Standing Committee proposing to add the above Ordinance project to the National Assembly's 2025 Legislative Program; proactively report and explain to the National Assembly Standing Committee as prescribed.
The Ministry of Justice shall preside over and coordinate with ministries, ministerial-level agencies, and relevant agencies to develop the Ordinance of the National Assembly Standing Committee in accordance with the provisions of law.
* In recent times, the regulations on consolidating legal documents in the Law on Promulgation of Legal Documents and the Ordinance on Consolidation of Legal Documents have created an important legal basis for this work. With nearly 3,000 consolidated documents implemented, signed, authenticated and publicly used by ministries and branches, it has helped agencies, organizations and individuals to conveniently look up and apply the law; at the same time, contributing to the formation of a transparent, easy-to-use legal system and improving the effectiveness of law enforcement.
However, in practice, the legal system is still complicated and difficult to access due to frequent amendments and supplements. The increase in documents amending many documents at the same time or one document being amended by many other documents makes updating and searching time-consuming, prone to inaccuracies, creating pressure for both management agencies and people and businesses.
To meet the requirements of organizational restructuring, decentralization, delegation of powers and removal of practical difficulties, the number of legal documents amended and supplemented has increased sharply in recent times. This poses an urgent need to perfect regulations on consolidating legal documents to ensure a clear and accessible legal system.
The Ministry of Justice said that the draft Ordinance amending and supplementing a number of articles of the Ordinance on Consolidation of Legal Documents focuses on perfecting the legal basis for consolidating legal documents at both central and local levels, ensuring consistency and synchronization in the legal system. Notably, the draft adds provisions on consolidation in cases where documents are corrected, amended or partially expired; at the same time, it updates and perfects the format of the consolidated document to suit reality.
