On May 28, Deputy Prime Minister Nguyen Hoa Binh signed and issued Decision No. 1027/QD-TTg to establish the National Council on Occupational Safety and Health (hereinafter referred to as the Council).
Accordingly, Ms. Pham Thi Thanh Tra, Minister of Home Affairs, is the Chairwoman of the Council. The three Vice Chairmen of the Council include: Mr. Nguyen Manh Khuong, Deputy Minister of Home Affairs; Ms. Nguyen Thi Lien Huong, Deputy Minister of Health ; Mr. Ngo Duy Hieu, Vice President of the Vietnam General Confederation of Labor.
The other nine members of the Council include: Senior Lieutenant General Le Huy Vinh, Deputy Minister of National Defense; Major General Dang Hong Duc, Deputy Minister of Public Security; Mr. Truong Thanh Hoai, Deputy Minister of Industry and Trade; Mr. Bui Xuan Dung, Deputy Minister of Construction; Mr. Vo Van Hung, Deputy Minister of Agriculture and Environment; Mr. Bui The Duy, Deputy Minister of Science and Technology; Mr. Nguyen Xuan Dinh, Vice Chairman of the Central Executive Committee of the Vietnam Farmers' Union; Mr. Hoang Quang Phong, Vice Chairman of the Vietnam Federation of Commerce and Industry; Mr. Dinh Hong Thai, Vice Chairman of the Vietnam Cooperative Alliance.
The Council is responsible for advising the Government on the development of new or amendments and supplements to occupational safety and health policies and laws as prescribed in Clause 2, Article 41 of Decree No. 39/2016/ND-CP, dated May 15, 2016 of the Government detailing the implementation of a number of articles of the Law on Occupational Safety and Health; organizing dialogues as prescribed in Clause 3, Article 88 of the Law on Occupational Safety and Health .
The Chairman of the Council is responsible for submitting to the Prime Minister for decision on the list of members participating in the Council when there is a change in personnel; promulgating the Regulations on the organization and operation of the Council; regulations on the standing unit and the secretariat of the Council according to the provisions of Point b, Clause 4, Article 41 of Decree No. 39/2016/ND-CP.
Agencies and organizations with members are responsible for creating conditions for members participating in the Council to work and comply with the Council's working regulations; and notifying the Council in writing when there is a change in personnel participating in the Council.
The Ministry of Home Affairs is the standing body of the Council, responsible for acting as the focal point for the Council in performing the Council's tasks and powers; presiding over the development and submission to the Council Chairman for promulgation of the Council's annual programs and action plans, conclusions and other documents of the Council.
At the same time, this agency also monitors and synthesizes the implementation of these documents; prepares content and necessary conditions for Council meetings; assists the Council Chairman in managing and using funds, facilities, and working means of the Council in accordance with the provisions of law.
In 2025, the OSH Action Month will take place from May 1 to 31, along with Workers' Month. The theme of the Action Month is "Strengthening assessment, identifying hazards and risks and proactively implementing measures to ensure OSH at the workplace".
The Action Month focuses on activities to promote self-management of occupational safety and health risks , while emphasizing the Party and State's commitment to protecting the health, lives and rights of workers, and respecting human rights and civil rights.
