The Ministry of Information and Communications has just sent a document to the Vietnam Urban Environment and Industrial Zone Association (the governing body of the Environment and Urban Magazine) regarding the suspension of the Vietnam Environment and Urban Magazine.
Editor-in-Chief of Environment and Urban Magazine Dong Xuan Thu was detained in an emergency to investigate the act of extortion.
The document from the Ministry of Information and Communications stated that, immediately after receiving information on the Electronic Information Portal of Thai Binh Provincial Police about the fact that the Investigation Police Agency of Thai Binh Provincial Police had issued an Order to detain people in emergency cases, an Order to urgently search the residence, workplace, and personal vehicle of Mr. Dong Xuan Thu, Editor-in-Chief of Vietnam Environment and Urban Magazine and other related personnel, the Ministry of Information and Communications directed the Press Department to coordinate with the Press - Publishing Department (Central Propaganda Department), the Department of Internal Political Security (Ministry of Public Security) to work with representatives of the Vietnam Urban Environment and Industrial Park Association.
At the working session on September 25, the authorities discussed with representatives of the Vietnam Urban Environment and Industrial Zone Association about the duties and powers of the governing body in supervising and inspecting the activities of press agencies.
The responsibility of the governing body when a press agency commits violations is prescribed in the 2016 Press Law and Regulation No. 101-QD/TW dated February 28, 2023 of the Secretariat stipulating the responsibilities, powers, and appointment, dismissal, reward, and discipline of press agency leaders.
The Ministry of Information and Communications requests the Vietnam Urban Environment and Industrial Zone Association to fulfill its responsibilities as the governing body, to rectify and comprehensively review the activities of the Vietnam Urban and Environment Magazine in recent times.
Review, inspect, and examine the responsibilities of relevant individuals when the above incident occurred.
According to the document of the Ministry of Information and Communications, the signs of violations by the leaders, staff and reporters of the Magazine are very serious and widespread, violating the professional ethics of journalists, causing bad public opinion and social outrage, not only affecting the reputation of the Association but also affecting the reputation of press agencies and genuine journalists.
Up to now, Vietnam Environment and Urban Magazine is facing the possibility of not having a qualified leader according to the Party's regulations and the State's laws to ensure operating conditions. Many reporters and key related personnel are also having to coordinate to work according to the requirements of the authorities.
Therefore, to ensure information safety and security in press activities, the Ministry of Information and Communications requests the Vietnam Urban Environment and Industrial Zone Association to immediately decide to suspend operations of press types and products (Printed magazines, Electronic magazines, Special pages of Electronic magazines) and the General Electronic Information Page of the Magazine, and at the same time consider issuing decisions to suspend work for related personnel after receiving conclusions from competent authorities.
Through the review of the direction and management activities of the Vietnam Urban Environment and Industrial Zone Association for the Vietnam Urban Environment Magazine, it is recommended that the Association seriously review its responsibilities from the perspective of the governing body, assess whether it still has sufficient resources, capabilities and personnel to continue to direct and manage the affiliated Magazine well, so that the state management agency of the press can review the Press License No. 168/GP-BTTTT dated April 6, 2016 and the Electronic Newspaper License No. 182/GP-BTTTT dated April 27, 2017 of the Magazine.
