The Ministry of Culture, Sports and Tourism issued a Plan to implement the Prime Minister's Directive on developing cultural industries.

Sports and Tourism in Directive No. 30/CT-TTg; Assigning specific tasks and responsibilities to units under the Ministry of Culture, Sports and Tourism and local units according to the authority assessment in the process of developing and implementing Directive No. 30/CT-TTg, ensuring consistency, unity and effectiveness. At the same time, this is the basis for developing and implementing the development of cultural industries, creating products and services that meet the following factors: Creativity, identity, uniqueness, professionalism, healthiness, competitiveness, solidity, on the basis of ethnicity, science, and mass; gradually building a national brand, participating in the global value chain; in accordance with the laws of the market economy , domestic and international laws.

Key tasks chaired by the Ministry of Culture, Sports and Tourism include: Developing and submitting to competent authorities for approval the "Strategy for the development of cultural industries to 2030, with a vision to 2045"; Propagating and raising awareness of the position and role of cultural industries in socio-economic development; Developing, perfecting and proposing necessary and appropriate mechanisms and policies and reviewing and developing effective coordination and linkage mechanisms in the development of cultural industries to submit to competent authorities for approval; Researching and developing investment and support plans for each stage for a number of cultural industry fields that need to be prioritized for development, piloting them until 2030 for a number of fields under the Ministry's management; Developing typical cultural industry products and services associated with regions, areas and localities; Developing a framework of statistical indicators for cultural industries; Building a database framework and digital maps of cultural industries; Researching, proposing, and connecting to form a Fund to encourage creativity and develop cultural industries.

The Departments of Culture, Sports and Tourism, Departments of Culture and Sports, and Departments of Tourism are responsible for coordinating with departments, branches and sectors to advise the People's Committees of provinces and centrally-run cities to issue plans and programs to implement Directive No. 30/CT-TTg. Urge, inspect and monitor units to deploy and implement the Plan according to the assigned schedule; synthesize and submit to the Provincial People's Committees the implementation results and report to the Ministry of Culture, Sports and Tourism.

Coordinate with departments, branches and sectors to report to the Provincial People's Committee on the construction of databases, statistical indicator systems and digital transformation of local cultural industries. Coordinate the deployment and implementation of statistical indicator frameworks, update data on digital maps of cultural industries after being issued by competent authorities.

Propaganda, raise awareness of the position and role of cultural industries in the socio-economic development of the locality. Coordinate with departments, branches and sectors to report to the Provincial People's Committee on recommendations and proposals for necessary and timely support policies for businesses and workers in local cultural industries. Synthesize, research and propose public-private partnership policies, tax policies and other necessary related policies in the province.

At the same time, recommend and propose focusing on piloting the development of a number of cultural industries that are strengths of the locality and organizing implementation after approval by competent authorities./.
