The Ministry of Culture, Sports and Tourism organizes a lottery for people to have their assets and income verified in 2023.

Deputy Minister of Culture, Sports and Tourism Trinh Thi Thuy chaired the drawing of lots to select people to have their assets and income verified in 2023 by the Ministry of Culture, Sports and Tourism.

At the drawing ceremony, Mr. Le Thanh Liem, Chief Inspector of the Ministry of Culture, Sports and Tourism, said that on March 3, 2023, the Minister of Culture, Sports and Tourism issued the 2023 Asset and Income Verification Plan of the Ministry of Culture, Sports and Tourism. Accordingly, the purpose is to verify the assets and income of those who are required to declare assets and income in order to assess the accuracy, honesty and clarity of the content of the asset and income declaration of those who are required to declare. Through the asset and income verification work, it is aimed at raising the awareness and consciousness of civil servants and public employees in declaring assets and income.

The verification of assets and income also aims to prevent, detect and handle acts of corruption (if any) against those who are obliged to declare; strictly implement the Party's policies and the State's laws on corruption prevention and control; improve the effectiveness and efficiency of the 2018 Law on Corruption Prevention and Control and Decree No. 130/2020/ND-CP dated October 30, 2020 of the Government .

In this Plan, the Minister of Culture, Sports and Tourism requires that the verification of assets and income must be carried out in accordance with the procedures prescribed by the 2018 Law on Anti-Corruption and Decree No. 130/2020/ND-CP dated October 30, 2020 of the Government on controlling assets and income of people holding positions and powers in agencies, organizations and units. The verification of assets and income must be conducted promptly, publicly, objectively and honestly.

Mr. Le Thanh Liem, Chief Inspector of the Ministry of Culture, Sports and Tourism, reported on the 2023 Asset and Income Verification Plan of the Ministry of Culture, Sports and Tourism.

Verification contents include: Verification of the content of the asset and income declaration; changes in assets and income; explanation of the origin of assets and income of the person obliged to declare. Comparison of records and documents proving the origin of additional assets (if any).

Pursuant to Clause 2, Article 15, Decree No. 130/2020/ND-CP of the Government on controlling assets and income of people holding positions and powers in agencies, organizations and units, the Plan also specifies the list of 20 agencies and units under the Ministry of Culture, Sports and Tourism in 2023 (corresponding to 20% of agencies and units inspected in the year) that are required to declare assets and income.

Pursuant to Clause 3, Article 15, Decree No. 130/2020/ND-CP, the Asset and Income Control Agency shall randomly select the persons to be verified. The number of persons selected for random verification must ensure at least 10% of the number of persons required to make annual declarations at each agency or unit to be verified, of which at least 1 person is the head or deputy head of the agency, organization or unit.

The person to be verified is the subject who is required to declare assets and income annually or has not had their assets and income verified in the past 4 consecutive years. The selection of the person who is required to declare assets and income is carried out publicly by drawing lots.

Units participating in the draw

After the results of the draw, Deputy Minister Trinh Thi Thuy said that the list of people whose assets and incomes are verified under the Ministry of Culture, Sports and Tourism in 2023 was randomly drawn, publicly and transparently. After the results of the selection of verified people were available, Deputy Minister Trinh Thi Thuy assigned the Ministry Inspectorate to preside over the drafting of a Decision on verifying assets and income for those who are obliged to declare assets and income under the management and control of the Ministry of Culture, Sports and Tourism to ensure compliance with the provisions of the 2018 Law on Anti-Corruption, Decree No. 130/2020/ND-CP dated October 30, 2020 of the Government on controlling assets and income of people holding positions and powers in agencies, organizations and units, and submit it to the leaders of the Ministry of Culture, Sports and Tourism for signing and promulgation.

For the agencies and units that are verified to provide the list (people with the obligation to declare for the first time and annually in 2021 and 2022), the Deputy Minister requests timely information on the assets and income of people with the obligation to declare managed by the unit according to the provisions of Clause 2, Article 5 of Decree No. 130/2020/ND-CP dated October 30, 2020 of the Government on controlling assets and income of people with positions and powers in agencies and units; closely coordinate with the Asset and Income Verification Team during the process of the Verification Team verifying people with the obligation to declare verified at the agencies and units under their management.

Deputy Minister Trinh Thi Thuy affirmed that the leaders of the Ministry of Culture, Sports and Tourism will regularly and closely direct the implementation of the verification. At the same time, she requested the heads of agencies and units under the Ministry to seriously implement this plan. During the implementation process, if there are any difficulties or problems, she also requested the Ministry Inspectorate to provide specific instructions for each unit and individual.
