The project has a total length of nearly 52km, passing through the two provinces of An Giang and Ca Mau. The project applies a special mechanism for exploiting minerals as common construction materials to meet progress requirements. In fact, the project needs about 2.3 million m3 of sand to fill the foundation, but contractors have only mobilized about 1.19 million m3 . Meanwhile, the Ho Chi Minh Road Project Management Board (investor) said that sand sources outside the area have high prices, depending on many objective factors, affecting the efficiency and progress of construction.
To overcome the difficulties, the Ministry of Construction requested the People's Committee of Vinh Long province to direct departments and branches to carry out procedures according to a special mechanism; consider flexibly transferring the volume of sand from the Tien River mine (Tan Phu commune) and the ST.136 mine to supply the project. These are the two mines that the People's Committee of Vinh Long province has granted to the contractor for the construction of the Can Tho - Hau Giang and Hau Giang - Ca Mau expressways, and currently have surplus reserves.
Chief of Office of Vinh Long Provincial People's Committee Nguyen Manh Hung said he had received the document from the Ministry of Construction and would forward it to the specialized sector for review and report to the Provincial People's Committee leaders before October 11.
