According to the Plan, the Quang Ninh seaport system will include the main wharves: Cai Lan, Cam Pha, Yen Hung (on the Chanh, Bach Dang, Rut rivers), Hai Ha and some other wharves such as Mui Chua, Van Don-Van Hoa (northeast of Cai Bau island), Van Ninh, Van Gia, Co To, along with buoy wharves, transshipment areas, anchorage areas, storm shelters.
Development goals to 2030
By 2030, the plan targets a cargo volume of 137.25 million to 157.3 million tons, of which container cargo is from 0.65 million TEU to 0.93 million TEU. The number of passengers is expected to reach 260,300 to 279,600.
Regarding infrastructure, the entire port area will have from 27 to 30 wharves, corresponding to 54 to 60 wharves with a total length of 12,285m to 13,615m (excluding other wharves). The land and water areas are determined in accordance with the scale of the port, meeting the needs of cargo and passenger transport.
Orientation to 2050
By 2050, ports will continue to expand to meet the average growth in cargo demand of 5.0%–5.3%/year and passengers of 1.5%–1.6%/year.
Tasks and responsibilities for implementation
The Ministry of Construction assigned the Vietnam Maritime Administration to preside over and coordinate with departments, branches and sectors of Quang Ninh province to announce, inspect and supervise the implementation of planning and management of the maritime sector in the locality.
These units are responsible for advising or handling matters related to the construction, renovation, upgrading of wharves, ports and connecting traffic; proposing updates, adjustments to the scale, functions and progress of projects; building a legal mechanism for effective, sustainable port management and exploitation, adapting to climate change.
The People's Committee of Quang Ninh province is requested to direct the updating of local planning in accordance with detailed seaport planning, and to arrange reasonable land funds to serve the development of port systems and logistics infrastructure.
At the same time, the People's Committee of Quang Ninh province is responsible for closely coordinating with the Vietnam Maritime Administration and Waterways in developing development plans and projects; and at the same time, preside over the announcement of the list of areas receiving and dumping dredged materials according to the provisions of law.
Decision 860/QD-BXD takes effect from the date of signing and promulgation (June 19, 2025).
