Merging administrative units is one of the major policies of the Party and the State aimed at streamlining the apparatus, improving the effectiveness and efficiency of management, and creating favorable conditions for socio-economic development.
According to Pham Thi Thanh Tam, Secretary of the Thanh Ha District Party Committee, building on the experience and achievements gained during the 2019-2021 period of reorganizing commune-level administrative units, Thanh Ha district has implemented the procedures for reorganizing commune-level administrative units smoothly, ensuring progress and quality in accordance with the guidance and directives of the Central Government and the province. After the reorganization, the district has 16 commune-level administrative units, a reduction of 4 units.

Vinh Cuong commune, Thanh Ha district, is the largest commune in terms of area among the 28 newly merged communes, wards, and towns in Hai Duong province during the 2023-2025 period.
According to Mr. Le Thanh Tuan, Permanent Deputy Secretary of Vinh Cuong commune, the commune was formed by merging the entire natural area and population of Vinh Lap and Thanh Cuong communes in Thanh Ha district. After its establishment, Vinh Cuong commune has an area of 12.2 square kilometers and a population of nearly 12,000 people.
Following the merger, Vinh Cuong commune has 1 Party Committee Secretary, 1 Standing Deputy Party Committee Secretary who also serves as Chairman of the People's Council, 2 Vice-Chairmen of the People's Council, 1 Chairman of the People's Committee, and 2 Vice-Chairmen of the People's Committee.
Managing an area twice the size of the old commune, with a population also doubled, presented a challenge for the commune's leaders. The workload increased significantly, and many tasks required guidance from higher levels. The commune leaders flexibly assigned tasks and allocated areas to ensure that work continued smoothly.
According to Mr. Tuan, in the initial period after the merger, despite some difficulties due to the expanded administrative area and increased workload, thanks to the close guidance of all levels of government and the proactive efforts of the local authorities, the system quickly stabilized and ensured continuous operation. The staff was appropriately assigned, ensuring convenient processing of administrative procedures and providing quick and efficient service to the people.
“The commune has specifically assigned officials to be in charge of each area, requiring them to go directly to the grassroots level to understand the situation and familiarize themselves with the locality, thereby resolving issues promptly. Thanks to this, management and operation have gone smoothly, without any disruptions during the merger,” Mr. Tuan emphasized.
Mr. Tuan further shared that, initially, people were hesitant due to the change in the commune's name and some changes in administrative procedures. However, the commune government actively coordinated with relevant agencies to support people in adjusting their personal documents, ensuring their rights were not affected. As a result, initial concerns were gradually alleviated, and people quickly adapted to the new conditions.

Mr. Nguyen Anh Tu (residing in Tu Y village, Vinh Cuong commune) shared: "We fully support the merger plan, although we were initially a little worried about the administrative procedures after the merger. But thanks to the dedicated guidance from the commune officials, everything went smoothly, and I feel very reassured. Currently, the transportation infrastructure has improved significantly, with wider roads. My house is about 5km from the commune committee, but commuting is very convenient, taking only about 15 minutes to get there.”
Linking and expanding production
According to the leaders of Vinh Cuong commune, the merger not only streamlines the administrative apparatus but also optimizes resources, creating favorable conditions for planning and attracting investment. With the expanded scale, the commune has more room for development, opening up many opportunities for socio-economic development. People from the two former communes now have the opportunity to cooperate and link up in the production and consumption of agricultural products.
The commune's key economic sectors, such as harvesting mud crabs and cultivating lychees, are not only being maintained but also have the opportunity to expand and develop steadily.
Local authorities also have more favorable conditions for planning production areas, encouraging the application of science and technology in agricultural production, and contributing to improved economic efficiency.

In recent times, many important infrastructure projects have been implemented in the commune, such as land clearance for upgrading and expanding Road 390, expanding Provincial Road 396, and improving the dike system... These are all large-scale projects that facilitate trade and promote commercial and service activities.
Vinh Cuong commune is demonstrating rapid adaptation after the merger, while gradually moving towards the goal of sustainable development and improving the quality of life for its people.
