Flexible assignment, smooth work
Merging administrative units is one of the major policies of the Party and State to streamline the apparatus, improve management effectiveness and efficiency, and at the same time create favorable conditions for socio-economic development.
Thanh Ha District Party Secretary Pham Thi Thanh Tam said that, inheriting experience and promoting the results achieved in the process of rearranging commune-level administrative units in the period of 2019-2021, Thanh Ha district has deployed processes and procedures to smoothly rearrange commune-level administrative units, ensuring progress and quality in accordance with the instructions and directions of the Central and the province. After the rearrangement, the district has 16 commune-level administrative units, a reduction of 4 units.

Mr. Le Thanh Tuan, Standing Deputy Secretary of Vinh Cuong Commune, said that the commune was formed on the basis of merging the entire natural area and population of Vinh Lap and Thanh Cuong communes of Thanh Ha district. After its establishment, Vinh Cuong commune had an area of 12.2 km2 and a population of nearly 12,000 people.
After the merger, Vinh Cuong commune has 1 Party Committee Secretary, 1 Standing Deputy Secretary of the Party Committee concurrently Chairman of the People's Council, 2 Vice Chairmen of the People's Council, 1 Chairman of the People's Committee and 2 Vice Chairmen of the People's Committee.
Managing an area twice as large as the old commune and with a population twice as large also posed a challenge to the commune leaders. The workload increased significantly, and many tasks required instructions from superiors to be carried out. The commune leaders flexibly assigned tasks and areas so that the work could still "run" smoothly.
According to Mr. Tuan, in the early stages of the merger, although there were some difficulties due to the expansion of the management area and the increased workload, thanks to the close direction of the authorities at all levels and the initiative of the locality, the apparatus quickly operated stably, ensuring that all activities took place continuously. The staff and civil servants were arranged reasonably, ensuring the smooth reception and settlement of administrative procedures, serving the people quickly and effectively.
“The commune has assigned specific cadres to be in charge of each area, requiring cadres to go directly to the grassroots to grasp the situation, get familiar with the area, and then resolve the work promptly. Thanks to that, the management and operation work has been smooth, without any interruptions during the merger,” Mr. Tuan emphasized.
Mr. Tuan added that initially, people were still concerned about the change in the commune name and some changes in administrative procedures. However, the commune government actively coordinated with relevant agencies to support people in adjusting their personal documents, ensuring that their rights were not affected. Thanks to that, initial concerns were gradually resolved, and people quickly adapted to the new conditions.
Mr. Nguyen Anh Tu (residing in Tu Y village, Vinh Cuong commune) shared: "We are very in agreement with the merger policy, although at first we were a bit worried about the administrative procedures after the merger. But with the enthusiastic guidance of the commune officials, everything went smoothly, I was very assured. Currently, the traffic infrastructure has improved significantly, the roads are more spacious. My house is about 5km from the commune committee, but traveling is very convenient, it only takes about 15 minutes to get there."
Link and expand production
According to the leaders of Vinh Cuong commune, the merger not only helps streamline the administrative apparatus but also optimizes resources, creating favorable conditions for planning and attracting investment. With the expanded scale, the commune has more room for development, opening up many opportunities for socio-economic development. People from the two previous communes now have the opportunity to cooperate and link up in the production and consumption of agricultural products.

Recently, many important infrastructure projects have been implemented in the commune, such as site clearance to upgrade and expand Highway 390, expand Provincial Road 396, renovate the dike system... These are all large projects, helping to facilitate trade, promoting commercial and service activities.
Vinh Cuong Commune is demonstrating rapid adaptation after the merger, while gradually moving towards the goal of sustainable development and improving the quality of life for the people.
