Towards a service-oriented, modern and efficient administration
On November 5, 2025, the Administrative Reform Inspection Team of the Ministry of Home Affairs - the Government's Standing Agency for Administrative Reform - led by Deputy Minister Nguyen Van Hoi had a working session with Ca Mau province, assessing the situation and results of administrative reform implementation in the 2021 - 2025 period and the first 9 months of 2025.
Reporting at the working session, the Department of Home Affairs of Ca Mau province said that the province's administrative reform work has achieved many outstanding results in the fields of institutional reform, administrative procedures, apparatus organization, public service regime, e-government and digital government construction.
In the first 9 months of 2025, Ca Mau has completed 56/76 tasks, reaching 73.68%, the remaining are being implemented on schedule. In the period of 2021 - 2025, the province issued 563 decisions to announce 6,928 administrative procedures, decentralize and authorize 271 procedures; at the same time, complete the restructuring of processes, simplify documents with 907 administrative procedures through automatic filling of information from the National Population Database.
Notably, Ca Mau is one of the first 5 localities to complete the connection of the administrative procedure settlement system with the VNeID electronic identification and authentication database of the Ministry of Public Security . The rate of online application submission reached over 92%, online payment reached over 77%, digitalization of documents reached 95%, and reuse of digital data exceeded 83%. 100% of administrative procedures were carried out through the public postal service, with more than 900,000 documents sent and received through the system, contributing to improving the satisfaction of people and businesses.

Administrative reform associated with digital transformation - a strategic breakthrough
Ca Mau has identified administrative reform associated with digital transformation as a strategic breakthrough, creating a foundation for building a modern government to serve people and businesses. The province has merged the Public Service Portal and the Electronic One-Stop System into a centralized information system for handling administrative procedures, and has soon completed the connection with the national electronic identification system, using VNeID as the only account when performing administrative procedures from July 1, 2024.
Along with that, the province has announced 2,220/2,234 procedures to be performed regardless of administrative boundaries (except procedures with immediate results), creating maximum convenience for people in administrative transactions.
The work of organizing and arranging the administrative apparatus according to the 2-level local government model has been carried out drastically; the team of cadres, civil servants and public employees has been arranged in a streamlined and effective manner, meeting the requirements of tasks in the digital transformation period.
Speaking at the meeting, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Ca Mau province Pham Thanh Ngai said that since the two-level local government model was put into operation (from July 1), the province has mobilized and rotated about 90 officials, ensuring compliance with task requirements. Provincial leaders directly resolved difficulties for 64 communes and wards, agreed on a common administrative management software, maintained regular weekly meetings, signed comprehensive cooperation agreements with telecommunications units and established an executive coordination team to improve service efficiency.
In addition to the positive results, the Department of Home Affairs of Ca Mau province also frankly acknowledged some shortcomings. "There are still cases of late processing of administrative procedures; the propaganda to raise awareness among people and businesses about digital transformation has not been very effective; the reduction and simplification of administrative procedures in the province, although carried out regularly, mostly focused on reducing processing time, not reducing the number of documents due to having to propose and recommend the central ministries and branches to consider amending and supplementing according to their authority", the Department of Home Affairs of Ca Mau province informed.
Focus on thoroughly resolving the backlog in administrative reform
Speaking at the working session, Deputy Minister of Home Affairs Nguyen Van Hoi highly appreciated the results of administrative reform in Ca Mau, emphasizing that the locality has implemented it synchronously, substantially and effectively, creating clear changes in the operation of the state apparatus, improving the investment environment and raising the satisfaction level of people and businesses.
"Ca Mau has demonstrated a proactive, creative spirit, daring to think and act, with many bright spots in applying digital transformation, building databases and administrative reform," Deputy Minister Nguyen Van Hoi affirmed.
He suggested that the province continue to closely follow Resolution No. 76/NQ-CP of the Government on the State Administrative Reform Master Program for the 2021-2030 period; promote the one-stop shop and inter-connected one-stop shop mechanisms; strengthen administrative discipline and order; and at the same time, promote local resources to aim for double-digit growth in the coming period.
"Ca Mau needs to continue to enhance the role and responsibility of leaders in directing and operating; specifying annual administrative reform goals and tasks in line with local development requirements; renewing thinking, being creative, promptly removing difficulties and obstacles. At the same time, streamlining the organizational apparatus, focusing on training and fostering officials, promoting the effectiveness of the two-level government model, ensuring smooth operations, serving people and businesses better and better", Deputy Minister of Home Affairs Nguyen Van Hoi emphasized.
With efforts in administrative reform associated with digital transformation, Ca Mau is affirming its pioneering position and is among the leading groups in the country in digital transformation, administrative procedure reform and digital government building. This is not only an important step in administrative modernization, but also a driving force to promote sustainable socio-economic development of the province in the new period./.
