Measures to manage, protect and promote the values of world cultural and natural heritage, underwater cultural heritage, and intangible cultural heritage

The Government has just issued Decree 215/2025/ND-CP stipulating measures to manage, protect and promote the values of world cultural and natural heritage, underwater cultural heritage, intangible cultural heritage in UNESCO Lists and National List of intangible cultural heritage and policies for artisans and subjects of intangible cultural heritage.

The Decree consists of 6 chapters and 39 articles, including new regulations on policies for artisans and subjects of intangible cultural heritage such as: Support policies for clubs and groups practicing intangible cultural heritage to receive funding support for newly established establishments to purchase musical instruments, props, artifacts to serve the practice of teaching, creating, performing intangible cultural heritage and operating costs.

For artisans, subjects of intangible cultural heritage of ethnic minorities, artisans living in mountainous, border and island areas, artisans from poor and near-poor households, they are given monthly living allowances, health insurance, financial support to participate in activities to transmit and popularize intangible cultural heritage and teach it to their successors.

The Decree also clearly stipulates the role of 10 principles in practicing intangible cultural heritage, ensuring that the content of the heritage is not disseminated and practiced incorrectly. The subject of the heritage is responsible for ensuring the continuity of intangible cultural heritage in practicing its true value, nature, and function, reducing the risk of fading and loss.

Accordingly, the Decree stipulates that festivals and introductions of intangible cultural heritages registered at national and international scale are organized by the Ministry of Culture, Sports and Tourism every 3 years.

At the same time, the Provincial People's Committee will develop a project to manage, protect and promote the value of intangible cultural heritage after registration, and submit it to the Ministry of Culture, Sports and Tourism for appraisal before implementation. In addition, it will clearly stipulate measures to manage, protect and promote the value of world heritage and underwater heritage.

The Decree takes effect from September 17, 2025, and is the basis for localities to implement measures to protect and promote the value of cultural heritage in the area, becoming a resource and spiritual cultural foundation in the new era.
