Agencies and offices fly flags at half-mast during the two days of national mourning for comrade Khamtay Siphandone.

Accordingly, implementing the Special Announcement of the Central Committee of the Communist Party of Vietnam, the National Assembly of the Socialist Republic of Vietnam, the President of the Socialist Republic of Vietnam, the Government of the Socialist Republic of Vietnam, the Central Committee of the Vietnam Fatherland Front on the State funeral of former Party Chairman, former President of the Lao People's Democratic Republic Khamtay Siphandone; based on Decree No. 105/2012/ND-CP dated December 17, 2012 of the Government, the Provincial People's Committee requests the provincial departments, branches, sectors, unions, People's Committees of districts, cities and agencies, units to urgently carry out the following tasks:

On April 4, the People's Committee of Hoa Binh province issued Official Dispatch No. 600/UBND-THNV on the implementation of the Special Announcement on the State Funeral of former Party Chairman and former President of the Lao People's Democratic Republic Khamtay Siphandone.

Flags will be flown at half-mast at agencies and offices in Hoa Binh province during the two days of national mourning (April 4-5, 2025). The half-mast flag is the national flag, with a mourning ribbon (1/10 the size of the flag's width, the length of the flag and only hung to 2/3 the height of the flagpole, tied with a black cloth to prevent the flag from flying).

Agencies, units, organizations, individuals, and entertainment establishments must stop or postpone organizing art programs and public entertainment activities in Hoa Binh province during the two days of National Mourning.

The Department of Culture, Sports and Tourism is responsible for monitoring and urging the implementation of the direction of the Provincial People's Committee, ensuring compliance with the provisions of Decree No. 105/2012/ND-CP, dated December 17, 2012 of the Government and other relevant guiding documents.
