Luong Son district discusses solutions to speed up site clearance and ensure social security in Dong Om village, Cao Duong commune.

The People's Committee of Luong Son district has just organized a conference on site clearance and resettlement in Dong Om village, Cao Duong commune - an area affected by mineral exploitation activities and the Hoang Long Cement Factory project.

The conference was chaired by Comrade Nguyen Duc Dung, Member of the Provincial Party Standing Committee, Secretary of the District Party Committee. Also attending were the Standing Committee of the District Party Committee, relevant departments and branches, and representatives of businesses operating in the locality.

Dong Om village is an area with many stone quarries and is the site of the Hoang Long Cement Factory - a key project in the construction materials sector. However, the implementation process encountered many difficulties related to site clearance, safety distance from residential areas, environmental pollution and resettlement needs for affected households.

At the conference, delegates heard a summary report on the situation of mineral exploitation activities, progress of the cement factory, resettlement area planning and difficulties in compensation negotiations between businesses and people.

A representative of Hoang Long Hoa Binh Cement Joint Stock Company said that the unit has invested more than 5,000 billion VND in the project and proposed to build a pilot resettlement area of ​​1.5 hectares, of which 0.5 hectares are reserved for public works and trees. However, some households have not agreed because they have not agreed on the compensation price. Many other businesses in the area such as Phu Dinh, Hiep Cuong, Phat Dat... expressed their willingness to accompany, support to remove obstacles, and share responsibility in the work of relocating residents.

Concluding the conference, Comrade Nguyen Duc Dung, Secretary of the Luong Son District Party Committee, emphasized: Relocating residents in the Dong Om area is a mandatory requirement to effectively implement economic development projects, while ensuring social security, health and living environment for the people. This is also the basis for improving the quality of planning and investment environment of the district.

The District Party Secretary requested that departments and branches closely coordinate with the district in managing, appraising documents and guiding enterprises to comply with regulations. The District People's Committee was assigned to speed up the completion of resettlement infrastructure items, connecting roads and 1/500 scale planning of Dong Om area. Cao Duong commune authorities need to strengthen propaganda, not allowing large gatherings to affect order and production activities.

Hoang Long Cement Joint Stock Company is primarily responsible for negotiating, compensating, and supporting the relocation of people; at the same time, coordinating with other businesses to agree on a compensation plan that is public, transparent, and ensures feasibility.

The conference agreed on the policy: stone quarries in the area coordinate with Hoang Long Cement Joint Stock Company to relocate households within the affected area. Enterprises must strictly implement measures to minimize environmental pollution, apply modern technology and fully comply with safety regulations.

Luong Son District People's Committee will continue to synthesize and report to the Provincial People's Committee for consideration and approval of the policy to implement the site clearance plan on the basis of consensus between the State, enterprises and people; ensuring development goals associated with stabilizing life and security and order in the locality.
