Checking the progress of the Hoa Binh - Hanoi regional linking road project and the Hoa Binh - Moc Chau expressway

On May 27, a working delegation of the Provincial People's Committee led by Mr. Quach Tat Liem, Vice Chairman of the Provincial People's Committee, inspected the construction progress and compensation, support and resettlement work of the Hoa Binh - Hanoi regional linking road project and the Hoa Binh - Moc Chau expressway in Hoa Binh city and the two districts of Luong Son and Kim Boi.

The working delegation of the Provincial People's Committee inspected the construction progress at Km23+771 of the regional connecting road project through Luong Son district.

The Hoa Binh - Hanoi regional connecting road project and the Hoa Binh - Moc Chau expressway are invested by the Provincial Traffic Construction Investment Project Management Board, with a total investment of VND 4,120 billion, with investment capital from the central and provincial budgets for the period 2021 - 2025. The total length of the route is 49.02 km, including 2 sections: section 1 from Kim Boi district connecting to the planned Hoa Lac - Hoa Binh expressway axis in Hoa Binh city; section 2 from the city connecting to Da Bac district.

Up to now, the total construction value has reached 26.51% of the contract value. Contractors have organized 9 construction teams. Currently, construction is underway at 18/20 bridge locations, 3 residential underpass locations, precast structures, large culverts and roadbed items. Regarding site clearance, 23.79/32km (about 74%) have been handed over along the entire route. However, many handover locations are still interspersed, making it difficult to access the construction site. Up to now, 48.83% of the capital plan has been disbursed.

During the inspection, leaders of departments, sectors, investors and localities raised difficulties and problems in site clearance, land filling, and dumping sites; determining the origin of land use and determining land type; and measuring and mapping plots.

The investor proposed that the Provincial People's Committee direct the People's Committees of Kim Boi and Luong Son districts and Hoa Binh city to direct the People's Committees of the communes where the project passes through to urgently accelerate the determination of land use origin and land type, land use rights, change of new land use right certificates, as a basis for developing compensation plans, and promptly complete site clearance work before June 30, 2025, ensuring project implementation progress. Local authorities at all levels should strengthen advocacy and propaganda work to gain people's consensus and facilitate project implementation.

Concluding the inspection, the Vice Chairman of the Provincial People's Committee requested the investor to closely coordinate with the People's Committees of Hoa Binh City, Luong Son District, Kim Boi District to speed up the progress of site clearance and construction of the Hoa Binh - Hanoi regional road linking project and the Hoa Binh - Moc Chau expressway. Departments and branches continue to closely coordinate with districts and cities to urgently remove difficulties and obstacles on the basis of legal regulations, especially procedures related to the conversion of land use purposes for forest land areas within the scope of project recovery. Focus more on site clearance; urgently complete the work of reporting the origin of land use. Propagate and mobilize households at the location of the soil mine to create conditions for construction of soil filling at the construction site. Develop a compensation plan and propagate and mobilize households at the location of the concrete road to create conditions for the contractor to carry out construction. Authorities at all levels take the lead in coordinating with investors to strengthen advocacy and propaganda so that people can promptly grasp new policies and laws, hand over land, and create favorable conditions for project implementation.
