The Government Office has just issued Official Dispatch No. 4685/VPCP-KGVX dated May 27, 2025 to Ministers, Heads of member agencies of the National Committee for AIDS, Drug and Prostitution Prevention and Control; Chairmen of People's Committees of provinces and centrally run cities on the implementation of the Action Month for Drug Prevention and Control in 2025.
Accordingly, in response to the Action Month on Drug Prevention and Control - June and the International Day on Drug Prevention and Control and the National Day on Drug Prevention and Control - June 26, Deputy Prime Minister Le Thanh Long, Chairman of the National Committee on AIDS, Drugs and Prostitution Prevention and Control (National Committee) requested the Ministers, Heads of member agencies of the National Committee, Chairmen of People's Committees of provinces and centrally run cities to focus on directing the implementation of the Action Month on Drug Prevention and Control from June 1 to 30, 2025 with the theme "Sharing a common determination - For a drug-free community".
The purpose and requirement is to mobilize the combined strength of the political system and all classes of people; promote the core role of the People's Public Security force and strengthen coordination between ministries, branches and localities to effectively organize and implement the Action Month for drug prevention and control.
Launching a nationwide anti-drug propaganda campaign
Launch a nationwide campaign to communicate and propagate drug prevention and control; thereby raising public awareness of the harmful effects of drugs, building and spreading a positive and healthy lifestyle and awareness of strictly complying with the law on drug prevention and control, actively condemning and preventing violations of the law on drug prevention and control throughout society.
Strengthen the fight against and suppression of drug-related crimes; improve the quality and effectiveness of drug rehabilitation work, manage drug addicts, illegal drug users and post-rehabilitation drug addicts; contribute to the goal of "preventing supply, reducing demand and reducing the harmful effects of drugs".
The implementation of the Action Month for drug prevention and control must be carried out synchronously, ensuring effectiveness, practicality, economy, and suitability to the actual situation.
Deputy Prime Minister Le Thanh Long requested the Ministry of Public Security to launch a high-point campaign to attack and suppress drug-related crimes nationwide. Continue to resolutely implement the high-point campaign to combat and eradicate complex drug-related locations and hotspots. Focus on investigating and destroying organizations and networks of illegal drug trafficking and transportation between provinces and across countries; dismantle the entire network, arrest the masterminds, ringleaders and drug retailers; verify, trace, freeze and seize all assets acquired from drug-related crimes; thoroughly and comprehensively handle related crimes to severely punish, deter and prevent in general.
Direct the police of units and localities to continue to vigorously deploy the peak of the overall review, detection, and statistics of drug addicts, illegal drug users, and people under post-rehabilitation management to have strict management measures, especially those showing signs of psychosis and "stoned". Focus on sending the maximum number of drug addicts who meet the legal requirements and those at high risk of committing crimes and violating the law to compulsory rehabilitation. Review and strictly manage groups of subjects at high risk of illegal drug use such as young people and teenagers in special circumstances (poor families, dropouts, unemployed, homeless, destitute, with criminal records...).
The Ministry of Public Security presided over and coordinated with the People's Committee of Quang Ninh province and relevant ministries and branches to organize a rally in response to the Month of Action against Drugs, International Day and National Day against Drugs.
The Ministry of Public Security shall preside over and coordinate with relevant ministries and agencies to advise the Prime Minister to issue a Decision on the reorganization of the National Committee; on that basis, complete the National Committee's operating regulations and report to the Deputy Prime Minister and Chairman of the National Committee for consideration and decision.
The Deputy Prime Minister assigned specific tasks to a number of ministries, branches and units. In particular, the Ministry of Culture, Sports and Tourism directed press agencies, grassroots information systems, post and telecommunications to increase the duration and frequency of information, communication and propaganda on drug prevention and control; develop documents, materials and video clips to convey messages on drug prevention and control; integrate drug prevention and control propaganda into cultural, sports and tourism activities; strengthen management, inspection and strict control of cultural, sports and tourism service activities to prevent drug abuse.
Vietnam Television, Voice of Vietnam, Vietnam News Agency and press agencies: Strengthen information and propaganda work on drug prevention and control; develop specialized pages, columns, sub-sections, and messages on drug prevention and control; increase broadcasting time and frequency during times when many people follow the content of propaganda on laws on drug prevention and control, the harmful effects of drugs, drug prevention skills, typical examples, effective drug prevention and control models, drug-free area models in localities...
Deputy Prime Minister Le Thanh Long requested the People's Committees of provinces and centrally-run cities to: Organize activities in response to the Action Month against Drugs, International Day against Drugs and National Day against Drugs to ensure practical effectiveness and suitability to the actual situation in the locality.
Directing relevant agencies to closely coordinate with the police force to carry out a high-point general review of drug addicts, illegal drug users and post-rehabilitation drug addicts; focusing on sending the maximum number of drug addicts who meet the legal requirements and the number of drug addicts at high risk of committing crimes and violating the law to compulsory rehabilitation. Directing the acceleration of solutions to build "drug-free communes and wards" and the movement "All people participate in the fight against drug crimes".
