That is one of the principles that the Provincial People's Committee has directed to apply to arrange public headquarters when arranging administrative units (ADUs) at the provincial and commune levels and not organizing at the district level.

According to the direction of the Provincial People's Committee, units implementing the work of arranging, relocating, and handling headquarters and public assets when streamlining the apparatus and organizing the 2-level local government model need to ensure the following principles: Prioritizing the arrangement of working headquarters and career operation facilities of district-level agencies, organizations, and units (after abolishing the district level) for grassroots-level administrative units where the headquarters are located or other State agencies, organizations, and units (including central agencies, organizations, and units in the area) that need to use them as working headquarters and career operation facilities. It is possible to arrange a working headquarters for many agencies, organizations and units to use according to the management methods prescribed in Point a, Point b, Clause 6, Article 4a, Decree No. 151/2017/ND-CP (amended and supplemented in Clause 5, Article 1, Decree No. 114/2024/ND-CP). Implement the exchange (transfer) of headquarters and public service facilities between agencies, organizations, units at provincial, district, commune levels and central agencies in the area with headquarters that have surplus, surplus or lack of area compared to standards and norms to ensure maximum utilization of available facilities, headquarters and public service facilities in the area.

Comrade Quach Tat Liem, Vice Chairman of the Provincial People's Committee, said: Recently, the whole province has urgently carried out a general inventory of public assets, and at the same time, a general review to plan the arrangement, placement, and handling of public headquarters to serve the streamlining of the apparatus and the reorganization of administrative units at all levels. The results of the general inventory and review of public assets help management agencies, levels, sectors, and localities reassess the current status of management and use of public assets. Based on the results of standardizing inventory data, a plan for the arrangement, placement, and handling of public assets will be developed simultaneously with the process of developing the Project for the arrangement and reorganization of administrative units at all levels and building a 2-level local government organization model.

Regarding the review of public assets, the review content includes land facilities, offices of administrative agencies and public service units in the province. According to the synthesis results of the Department of Finance, the whole province has a total of 1,997 land facilities, with a total area of ​​about 5,953,802m2; a total of 5,469 offices/offices, with a total floor area of ​​402,513,920m2. Through the review, it is expected to retain and use as offices for 1,603 land facilities, with a total area of ​​5,107,965m2; 4,862 offices, including 452 administrative agency buildings and 4,410 public service unit buildings. Thus, it is expected that 394 land facilities (231 administrative agency land facilities; 163 public service unit land facilities) will be rearranged later; 607 offices (397 administrative offices; 210 public service unit offices).

To complete the plan for arranging, relocating, and handling headquarters and public assets and to prepare, submit, appraise, and approve the Project for arranging and reorganizing 2-level administrative units, the Provincial People's Committee directs agencies, organizations, units, and localities to continue to focus on thorough review to complete the plan for handling public assets after the merger. Along with this important task, agencies, organizations, units, and localities continue to closely follow the instructions of the Ministry of Finance and the direction of the Provincial People's Committee to effectively carry out financial and budgetary work. In addition, it is necessary to review projects, works, and headquarters under construction or approved for investment and construction that are affected by the arrangement and streamlining of the apparatus. On that basis, research and propose handling plans for each project (continue to implement or adjust the project to suit the purpose of use), ensuring savings and avoiding loss and waste of public assets.
