The project of the road connecting Tien Tien industrial cluster with Yen Quang industrial park (combined with the Hoa Lac - Hoa Binh road) has a low disbursement rate, mainly due to the problem of site clearance.
This year, the City People's Committee was assigned to be the investor of 26 public investment projects using the higher-level budget, including 10 transitional projects, 4 projects with additional provincial budget capital, 2 projects preparing for investment, and 10 projects under national target programs. The total capital plan assigned from the higher-level budget is 442,308 million VND. As of May 10, these projects have a low disbursement rate compared to the requirements, the total disbursed capital is equivalent to about 10% of the assigned capital plan.
In addition, the total capital plan for the city's budget in 2025 is VND 517,638 million, allocated to 96 projects. Of which, the capital for education is 28 projects, the capital for economic development is 64 projects, 85 projects are transferred, and 7 new projects are started. According to the City People's Committee, the disbursement value of these projects is also lower than the plan. Among the reasons for the low disbursement of capital for investment, the key reason is that the progress of site clearance of many works and projects is still slow.
Typically, two projects being implemented in Quang Tien commune both have very low disbursement rates. As of May 10, the project of the Road connecting Tien Tien Industrial Cluster with Yen Quang Industrial Park (combined with the Hoa Lac - Hoa Binh road) had a disbursement rate of only 2%; the project of constructing resettlement areas to implement the Yen Quang Industrial Park project and other projects in Quang Tien commune have not yet disbursed. According to the City People's Committee, the reason why the projects are slow or have not been implemented is because the land acquisition and clearance process has not been resolved. In particular, households and individuals with land areas affected by the projects do not agree to the compensation and support prices. Some households do not cooperate in inventory, forcing enforcement, leading to a prolongation of the time for land acquisition and clearance. The number of households that do not agree to receive money and hand over the site in a project is large, so the implementation of land acquisition and clearance is difficult...
Similarly, many DTC projects being implemented in Hoa Binh city also face difficulties in site clearance, causing low disbursement rates, even some projects have disbursed 0%. Although in the past time, especially since the beginning of the year, the city has focused on compensation, support and resettlement to serve the site clearance of DTC projects. With determination and synchronous efforts, positive changes have been created, especially in the implementation of important projects such as: renovating and upgrading National Highway 6, avoiding Hoa Binh city; the road connecting Tran Hung Dao street to Dan Chu ward connecting to National Highway 6; the road connecting Hoa Binh - Hanoi region and Hoa Binh - Moc Chau expressway; Quang Tien - Thinh Minh road (phase 1); the road connecting National Highway 6 to Doc Lap and Du Sang communes, connecting to Road 12B... However, besides the achieved results, the implementation process still has some limitations. According to the City People's Committee, there are projects that have difficulty verifying the origin of land and compensation objects; inventory and counting work in some areas is still slow. There are wards and communes that are still confused in organizing implementation... leading to the progress of land acquisition and clearance not meeting requirements. This is a bottleneck that greatly affects the progress of urban development projects - which are identified as important growth drivers of the city. Therefore, recently, the City People's Committee has issued an official dispatch to units and localities on rectification and enhancement of responsibility in implementing land acquisition and clearance work for projects in the area. Accordingly, land acquisition and clearance is identified as the "key" to effectively implementing urban development projects.
Comrade Pham Anh Quy, Chairman of the People's Committee of Hoa Binh City affirmed: In the coming time, the city will focus on improving the effectiveness of land acquisition and clearance for projects, requiring the determined and synchronous participation of agencies, units and People's Committees of wards and communes in the area. In particular, the City Land Fund Development Center will preside over and be responsible for coordinating with the People's Committees of wards and communes and related units to organize inventory, counting, and develop compensation, support and resettlement plans in accordance with the prescribed procedures. At the same time, coordinate with specialized departments and People's Committees of wards and communes to promptly advise the City People's Committee to resolve problems in the land acquisition and clearance process under its authority, and report to the City People's Committee for solutions to issues beyond its authority. Particularly for key projects and priority projects, specific plans and roadmaps will be developed, closely following the progress of land acquisition and clearance to strive to increase the disbursement rate. From there, unleashing the resources of the Party, creating an important growth driver for the socio-economy.
